S102215_Asheboro_AirportOctober 22, 2015 Joint Special Meeting with Asheboro City Council and Asheboro Airport Authority The Randolph County Board of Commissioners met jointly with the Asheboro City Council and the Asheboro Airport Authority in duly advertised special session at 7:00 p.m. in the City of Asheboro's Public Works Facility, 1312 N. Fayetteville St., Asheboro, NC. Commissioners Darrell Frye, Phil Kemp, Arnold Lanier and David Allen were present, as well as, County Manager Hal Johnson; Finance Officer Will Massie; County Attorney Ben Morgan; Associate County Attorney Aimee Scotton; Amanda Varner, Clerk to the Board and Dana Crisco, Deputy Clerk to the Board. Commissioner Stan Haywood was absent. In attendance from the City of Asheboro were Mayor David Smith;_ Council members Charles Swiers, Clark Bell, Linda Carter, Katie Snuggs, Eddie Burks and Walker Moffitt; City Manager John Ogburn; Holly Doer, Clerk to the Council; City Finance Officer Debbie Reaves, City Attorney Jeff Sugg and Michael Leonard, City of Asheboro Engineer. Asheboro Airport Authority representatives present were Airport Authority Chairman Steve Knight, Bob Crumley, and Curtis Williams. At 7:00 p.m., Mayor David Smith called the meeting to order on behalf of the City. Chairman Frye called the meeting to order for the County and Authority Chairman Steve Knight called the meeting to order on behalf of the Asheboro Airport Authority. Mr. Michael Leonard, PE Asheboro City Engineer, spoke and listed the members of the Airport Authority Terminal Expansion Committee which consist of himself, Steve Knight, Bob Crumley, Skip Marsh, Karen McCraw, and Paxton Arthurs. He also introduced Jimmy Luther of WK Dickson & Co., Inc., which provides planning, design, and engineering consulting services to support the infrastructure needs. Airport Authority member Mr. Bob Crumley spoke of the estimated five million dollar current economic value and benefits of the airport to Randolph County. He feels the expansion of the airport terminal will have a tourism economic impact as well. The airport currently sees around 125 flights a week. The runway is currently 5,501 feet long and has added some additional hangers. The current terminal was built in 1972. Mr. Crumley said they, along with the Tourism Development Authority, hope to more aggressively market both the NC Aviation Museum and the Aviation Hall of Fame, which are located at the Asheboro Airport. Mr. Crumley said the airport terminal would have a cafe with seating inside and out, meeting space, pilot's lounge with quiet rooms and showers, among other amenities for visitors. The Authority envisions not only pilots eating and meeting there but the cafe and meeting rooms being available to businesses that need to meet clients that are flying in, citizens who come to the museum and Hall of Fame or just to watch the planes. Mr. Crumley said the Authority has already had some contact from NASCAR teams with interest in locating their aircraft at the airport if this project proceeds. Mr. Crumley and Stan Anthony, architect and managing principal of the architectural firm, Boomerang Design-MBAJ Architecture, presented the consulting engineers 10/22/2015 recommendations and design options for the proposed new terminal building at Asheboro Regional Airport. The design work was the last work of John Thomas of the same firm, who passed on Monday. They presented a PowerPoint presentation of other terminals around the area and one in Georgetown, KY, which is very similar in demographics. They are also home to the largest auto plant in the U.S. Mr. Anthony said from the air the proposed Asheboro terminal resembles a plane wing. The structure will be largely natural stone, glass and ground face masonry. A portion of the outside wall facing the fly -in area has been left blank in hopes well-known local artist Susan Harrell will do a mural of the history of aviation. They continued the simulated tour and mentioned there would be open space on the lower level that could be leased out. The full terminal size would be 22,739 square feet and estimated the construction cost to be around $212/square foot. Estimated cost of the project is $7,580,471. Mr. Crumley reviewed the funding sources the Authority has considered. The Authority has committed to raise $500,000 towards the project. They have been awarded a grant of $560,000 from NCDOA contingent upon the project going forward. This is the only terminal project included in this grant cycle and Mr. Crumley said that is proof that the expansion is important to the state and area. The Airport Authority asked the City of Asheboro and Randolph County for a 50/50 matching grant for the local funding balance of $4,938,087 to be applied toward construction, furniture, fixtures, and equipment. Chairman Frye asked about security measures. Mr. Crumley and Mr. Anthony reviewed the conceptual design and the security measures that will be in place. Chairman Frye inquired how long the state allotment towards the project was valid. Mr. Leonard said it would most likely renew for the 2016-'17 year. Chairman Frye also asked about the timing of completion and what fiscal years could be impacted by the requested monies from matching dollars of the local governments. Mr. Crumley stated that it would take six to eight months to complete the design phase which would require some monies, but late 2016 would be when the larger lump sum would be needed. He said they hoped completion to be by end of 2017 or early 2018 at the latest. Asheboro Airport Authority Adiournment The Asheboro Airport Authority adjourned.
