The Randolph County Board of Commissioners met in special session at 7:00 p.m.
on October 21, 1986 in Courtroom B, County Courthouse, Asheboro, NC. Commissioners
Frye, Langley, Davidson and Comer were present. Commissioner Petty was absent.
On motion of Comer, seconded by Langley, the Board adjourned to an advertised
public hearing at 7:00 p.m. for the purpose of receiving public comment on the for-
mation of the Piedmont Triad Regional Water Authority. Ginger Booker, staff
attorney for PTCOG, was present to answer questions on the Authority. Chairman
Frye stated that the concept of a regional water authority was started to provide
means for a regional water treatment plant based on a raw water supply. He said
that Randolph County could withdraw from the Authority at any time. Ms. Booker
stated that no financial arrangements could be made for the Authority unless all
members agreed. Barron Mills asked what Randolph County would do with its water
allocation. Mr. Frye said that he would like to pursue some type of water
distribution system with water districts, but that it would ultimately be a
decision of the people of Randolph County. Receiving no other questions or
comments from the audience, Chairman Frye closed the public hearing.
On motion of Comer, seconded by Davidson, the Board adopted a resolution
signifying their intent to become a member of the Piedmont Triad Regional Water
Authority. Copy of resolution included by reference.
Patty Sykes, Purchasing Agent, told Commissioners that on September 2, 1986
bids on a computer-assisted mapping system were opened and publicly read. She
explained that these requests for bids were different from most in that they
included performance specifications which set out performance requirements for
the system. Ms. Sykes said that the state (NRCD) had written the specifications
for Randolph County and that they had met with her, Billy Chilton and Annette
Lineberry to review bids received. Since all 6 bids were over budget, no award
can be made at this time. Ms. Sykes recommended, however, that the Board
determine the lowest responsible bidder and authorize her to negotiate with them
on lowering the price. Copy of all bids received included by reference.
Billy Chilton, Tax Supervisor, provided information on each of the six
systems bid and explained the reasons for identifying ESRI Systems, Inc. as the
most compatible system for our needs. He said their software is more complete
and powerful than the others.
Annette Lineberry, Data Processing Director, presented visuals showing how
the mapping system could be used as a base for a Land Records Information System
which could be used by almost every department. She recommended ESRI as the best
choice for implementing such a system.
On motion of Langley, seconded by Davidson, the Board directed Patty Sykes
as Purchasing Agent to negotiate with the lowest responsible bidder, which was
determined to be ESRI, on lowering their bid price for a Land Records Information
System.
On motion of Davidson, seconded by Comer, the Board approved the addition of
Curtis Drive to the State System of Roads. Resolution included by reference.
