The Randolph County Board of Commissioners met in regular session on December 1, 1980 with the following members present: Richard K. Pugh, Chairman, Thurman Hogan, Richard Petty, Kenyon Davidson and Matilda Phillips. Motion was made by Thurman Hogan, seconded by Matilda Phillips to approve the minutes of November 3, and November 18, 1980. The motion was unanimous- ly approved. The meeting was recessed for the swearing-in ceremony in Courtroom "A" at which time Richard K. Pugh and Bill Boyd were sworn in as Commissioners. The meeting reconvened. Motion was made by Richard Petty, seconded by Thurman Hogan to elect Richard K. Pugh as Chairman of the Board for one year. This motion was unanimously approved. Motion was made by Richard Petty, seconded by Kenyon Davidson to elect Thurman Hogan as vice-chairman of the Board for one year. This motion was unanimously approved. Motion was made by Thurman Hogan, seconded by Bill Boyd to appoint Annie Shaw as Clerk to the Board. This motion was unanimously approved. Bill Boyd was introduced as a new Commissioner. Motion was made.by Thurman Hogan, seconded by Richard Petty to approve the following resolution honoring Matilda Phillips and the motion was unanimously approved: RESOLUTION WHEREAS, Matilda Phillips has faithfully served Randolph County as a County Commissioner for a period of four years from December, 1976 to December, 1980. NOW, THEREFORE, BE IT RESOLVED by the Randolph County Board of Commissioners in meeting duly assembled this the 1st. day of December , 1980, that Matilda Phillips be commended for her loyal service to Randolph Cnu­nty. BE IT FURTHER RESOLVED that this resolution be spread upon the permanent minutes of the Randolph County Board of Commissioners. Mrs. Nancy Sams presented a petition to request the paving of a portion of SR 2101. Motion was made by Richard Petty, seconded by Bill Boyd to forward the petiti9n for SR 2101 to the Department of Transportation. This motion was unanimously approved. Mr. Malcolm Humble informed the Board of a problem of gravel falling off of State trucks on SR 1701 (Pineview St.) Mr. Boling was asked to write a letter to the Department of Transportation regarding this matter. Motion was made by Thurman Hogan, seconded by Richard Petty to approve the following resolution to assist in financing a sub -division street and the motion was unanimously approved: .:._-.c...,, .1. PRELIMINARY RESOLUTION GIVING NOTICE OF INTENTION TO ASSIST IN THE FINANCING OF IMPROVEMENTS TO RURAL SUBDIVISION AND RESIDENTIAL STREETS WHEREAS, a petition has been submitted to the Randolph County Board of Commissioners requesting assistance in the financing of the improvement and paving of State Road No. 2280, said road also shown as Farley Drive on a plat recorded in Plat Book 12, Page 43, in the Office of the Register of Deeds of Randolph County; and WHEREAS, a preliminary determination has been made that the street or streets, road or roads, or rights of way, set out above are without paving, and that public interest require that asphalt paving be made available on the street or streets, road or roads, or rights of way, within the limits set out, and that abutting property will be benefitted to the extent of the part of the cost thereof to be assessed against such abutting property; and WHEREAS, the local improvements proposed to be made on the street or streets, road or roads., or rights of way, hereinabove set out are as follows: ASPHALT PAVING IMPROVEMENTS: That asphalt paving be installed by the North Carolina Department of Transportation on the street or streets, road or roads, or rights of way, hereinabove named within the limits defined; and WHEREAS, if the local improvements are ordered made by the North Carolina Department of Transportation, the County of Randolph shall remit to the North Carolina Department of Transportation the proportion of the cost thereof representing the total local share as required by policies of the North Carolina Department of'Trans- portation's Secondary Roads Council; and WHEREAS, the County of Randolph shall then cause,the proportion of the cost thereof to be specially assessed and the terms of pay- ment will be as follows: (a) The cost of not exceeding the local share of cost as required by policies of the North Carolina Department of Transportation's Secondary Roads Council for asphalt paving as lie within the limits of the street or streets, road or roads, or rights of way, hereinabove proposed to be improved, together with intersectional asphalt paving costs and those administrative and legal costs set out in N.C.G.S. 153A-193, will be assessed against the property abutting on the street or road, or right of way, such cost to be assessed against the lots and tracts of land abutting on the street or streets, road or roads, or rights of way, according to their respective frontages thereon by an equal rate per foot of such frontage, and provided, further, that the maximum amount which shall be assessed for the asphalt paving is $3.00 per foot of the frontage, plus the pro -rata share of other costs set out above. %_1 0 (b) Terms of Payment: The assessments will be payable in three equal annual installments, which installments will bear interest at the rate of eight percent (8%) per annum from the date of confirmation of the assessment roll; provided that any such assessment may be paid in full in cash without the addition of interest within thirty days from the date of publication of the notice of the confirmation of the assessment roll. NOW, THEREFORE, BE IT RESOLVED: 1. That a public hearing will be held by the Randolph County Board of Commissioners at 1 1 :,00 A. M ori the 5th day of January, 1981 , in the Commissioners' Room in the Randolph County Courthouse, Asheboro, North Carolina, to determine finally whether the assistance in financing the road improvements shall be made. 2. That all objections to the legality of the making of the improvements shall be made in writing, signed in person or by attorney, and filed with the Clerk to the Board at or before the time of the public hearing. Any such objections not so made will be waived. Eddie Swicegood, Chairman, Asheboro Airport Authority presented a request for funds for improvements to Asheboro Airport. Motion was made by Bill Boyd, seconded by Thurman Hogan to issue a letter of intent for , $35,000 as the county's contribution for improvements at the Asheboro Municipal Airport. This motion was unanimously approved. Don Heard, Fire Marshal, requested the approval of the aDplication for rating for Farmer Volunteer Fire Department. Thurman Hogan made the motion,. seconded by Richard Petty to approve the application for rating for insurance purposes for Farmer Fire District. This motion was unanimously approved. Motion was made by Thurman Hogan, seconded by Kenyon Davidson to re -appoint J. M. Ramsey, III to the Tax Commission for a three year term, term to expire December 1, 1983. Motion was made by Thurman Hogan, seconded by Bill Boyd to appoint Larry Hilliard to the Randolph County Library Board of Trustees for a six year term, term to expire June 30, 1986. This motion was unanimously approved. This motion was unanimously approved. (Budget adjustment included by reference). Motion was made by Richard Petty, seconded by Bill Boyd to approve thelhofiday schedule for county employees and the motion was unanimously apprpved: New Year's Day January 1, 1981 Easter Monday April 20, 1981 Memorial Day May 25, 1981 Independence Day July 6, 1981 Labor Day September 7, 1981 Veteran's Day November 11, 1981 Thanksgiving November 26,27, 1981 Christmas December 24 & 25, 1981 Motion was made by Richard Petty, seconded by Thurman Hogan to approve the acceptance of $98,000 in federal Title XX funds to be included in the budget of the Department of Social Services, part of which will be used to include the department of county -wide transportation system. ( -t �� J Motion was made by Thurman Hogan, seconded by Richard Petty to change the meeting time for the County Commissioners to 9:00 A.M. and for the month of -February gLj,y to meet at 3:00 P.M. and adjourn for the dinner hour and come back at 7:00 P.M. to see if the response would warrant these hours possibly quarterly. This motion was unanimously approved. The Public Hearing was set for 11:00 A.M., January 5, 1981 relative to a "Preliminary Assessment Resolution" adopted at this meeting to assist in the financing of the improvement and paving of State Rd. 2280. Motion was made by Thurman Hogan, seconded by Bill Boyd to designate Richard K. Pugh as'voting delegate for the Legislative Goals and Policies of the N. C. Assocation of County Commissioners. This, motion was unanimously approved. At the request of Mr. Lloyd Taylor, Mayor of Archdale, Mr. Pugh presented a list of seven people who will study the establishing of districts for the election of the Board of Commissioners. The follow- ing will be contacted and asked to serve on this committee and meet with Bill Ivey, County Attorney, in January, 1981. Allen Holt, employee of Georgia Pacific, Chairman Logan White, an Asheboro developer Bill Farlow, Archdale, N.C. Mrs. Clinton Comer, Seagrove, N.C. Jimmy Vaughan, Franklinville Mayor Eugene Hughes, a resident of Tabernacle Township Mrs. Elbert Smith, housewife of Staley Mr. Holt would be asked to serve as chairman for this committee. 0 (5) Hal Johnson; Zoning Administrator, discussed the possibility of zoning the County. Motion was made by Thurman Hogan, seconded by Bill Boyd that the Board not express any interest in the purchase of the old Central School property. This motion was unanimously approved.
