110380• RANDOLPH COUNTY BOARD Of COMMISSIONERS MINUTES — November 3, 1980 The Randolph County Board of Commissioners met in regular session November 3, 1980 at 10:00 A.M. with the following members present: Richard K. Pugh, Chm., Kenyon Davidson, Thurman Hogan, Richard Petty, and Matilda Phillips. The meeting was called to order by the Chairman, Mr. Pugh. Motion was made by Thurman Hogan, seconded by Richard Petty to approve the minutes of October 6 and October 15, 1980. This motion was unanimously approved. Mrs. Otis Burns (Mary), resident of east Asheboro came before the Board to discuss a noise nuisance in her neighborhood. Chairman Pugh informed the Board of Mental Health's commitment to join the Randolph County Transportation System. Matilda Phillips moved, seconded by Thurman Hogan to contact the N.C. Department of Transportation regarding the uneven pavement on U.S. Highway 220 near the south entrance to the N. C. Zoological Park (Rainbow Curve). This motion was unanimously approved. Richard Petty moved, seconded by Kenyon Davidson to approve the following resolution for SR 1625 and the motion was unanimously approved. RESOLUTION WHEREAS a portion of SR 1625 (.South Road) in Randolph County has been relocated due to the expansion of Thayer Coggin Co., Inc. and WHEREAS a section of the old road will have to be abandoned and a new section added to the State System of Roads. NOW, THEREFORE, BE IT RESOLVED by the Randolph County Board of Commissioners that the Division of Highways abandon 0.40 mile of old roadway that came about as.a realignment of SR 1625, and add to its system in lieu of this 0.36 mile of new aligned roadway. Motion was made by Richard Petty, seconded by Kenyon Davidson to adopt the following resolution which was unanimously approved: RESOLUTION Road Description - Quail Way, Lansdowne Place and Courtney Lane in the Trinity West Subdivision (with entrance onto NC 62) WHEREAS, the attached petition has been filed with the Board of County Commissioners of the County of Randolph requesting that the above described road, the location of which has been indicated in red on the attached map, be added to the Secondary Road System; and WHEREAS, the Board of County Commissions is of the opinion that -the above described road should be added to the Secondary Road System, if the road meets minimum standards and criteria established by the Division of Highways of the Department of Transportation for the addition of roads to the System. NOW, THEREFORE, be it resolved by the Board of County Commissioners of the County of Randolph that the Division of Highways is hereby requested to review the above described road, and to take over the road for maintenance if it meets established standards and criteria. Dennis Farlow, Assistant Superintendent of Randolph County Schools, presented a revised facility needs list in conjuction with a State bond referendum. 'Motion was made by Matilda Phillips,seconded by Richard Petty to .approve the following resolution authorizing use of restraint devices in,Social Services' case workers vehicles and the motion was unanimously approved: Whereas, the County of Randolph hereinafter referred to as the County, recognizes that children under the direct care of the County as wards of the state are entitled to full safety and health benefits available to the County, and whereas the North Carolina Governor's Highway Safety Program hereinafter referred to as GHSP, proposes to implement a program to assist Counties in protecting wards of the state against death and serious injury in automoblie accidents by making available crash -tested automobile child restraint devices (CRD's) to municipal Social Services caseworkers who transport wards of the state in their automobiles and to educate the caseworkers as to the proper use of the CRD; PROVIDED, the County of Randolph agrees to require that Social Service caseworkers will secure those wards of the state who weigh less than fifty (50) pounds in the CRD's provided when transporting them in cars, to use the CRD's provided to the County for a period of not less than two years, to provide manpower necessary to move the CRD's from vehicle to vehicle and location to"location within the County as needed and to provide training in the proper instal- , lation and use of the CRD's for new caseworkers as they are hired, to act as a child transportation safety information distribution source within the County using information and materials provided by GHSP, to provide a report to GHSP every three months which will include an estimate of the frequency of use of the CRD's by the caseworkers and to provide a yearly report which will include an inventory of the CRD's in use and which will include a report on the condition of the CRD's based on an inspection of each CRD, to frequently in- spect the CRD's to insure that they are kept in good and clean condition and to replace any parts in poor condition, to notify GHSP in the event that any CRD in use is involved in an ac- cident so that it can be inspected and/or replaced by GHSP, and Whereas, the GHSP Wards, of the State Transportation Safety Program hereinabove described is considered most necessary to the preservation of the safety and welfare of the wards of the state entrusted to the care of the County. • NOW THEREFORE, BE IT RESOLVED TMT TILE GIiSP Wards of the State Transportation Safety Program set out hereinabove be and it is formally approved by the Commissioners of the County of Randolph and that the Manager of this County be and is hereby empowered to sign and execute the required agreement between this County and the GIiSP to acquire the benefits of the Wards of the State Transportation Safety Program hereinabove set out for the County. Motion was made by Matilda Phillips, seconded by Richard Petty to approve the request for a Social Services Eligibility Specialist (temporary position -November, 1980 through March, 1981) for processing fuel cases. Pugh, Hogan, Petty, and Phillips voted YES. Davicisnn voted No. Motion was made by Richard Pugh, seconded by Matilda Phillips to write a letter to Senator Jesse Helms objecting to the method of payment regarding the fuel program. This motion was unanimously approved. Richard Pugh made the motion, seconded by 11,1atilda Phillips to ask the State Department of Social Services to rescind its decision to send special heating supplements checks to families rather than to companies providing the service. This motion was unanimously approved. Kenyon Davidson moved, seconded by Thurman Hogan to approve the budget adjustment involving capital outlay for Social Services and the motion was unanimously approved: JSocial Services 10-610-76 Capital Outlay -Furs. & Equip. 10-690-82 Capital Outlay-Furn, & Equip. _Budget_ Adjustment New. The motion was unanimously approved. Motion was made by Richard Petty, seconded by Matilda Phillips to appoint the following persons to the Asheboro City Board of Adjustment for three year periods and the motion was unanimously approved: Janice Scarboro Ray Morton Ann. Pugh JMatilda Phillips made the motion, seconded by Kenyon Davidson to appoint M. H. Branson to the Asheboro City Board of Adjustment nunc-pro-tune for a three year term effective October 1979. This motion was unanimously approved. Motion was made by Thurman Hogan, seconded by Richard Petty to appoint the Rev. Earl "Bob" Roberts to the Mental Health Board to fill the unexpired term of the Rev. Cecil Baughman, term to expire June 1982. This motion was unanimously approved. Motion was made by Thurman Hogan, seconded by Kenyon Davidson to appoint Mrs. Burnis (Delores) Cox as an elector to the Piedmont Health System Agency. This motion was unanimously approved. Thurman Hogan made the motion,seconded by Kenyon Davidson to approve an amendment to the Transportation Development.Plan. This motion was unanimously approved. Motion was made by Kenyon Davidson, seconded by Thurman Hogan to approve a Change Order(No. G-4) in the amount of $9,077.62 for constructing a new entrance from S. Fayetteville St. (Business 220) per N.C. Dept. of Transportation specifications across railroad per Southern Railroad specifications to the County Complex property line. This motion was unanimously approved.
