070780RANDOLPH COUNTY BOARD OF COMMISSIONERS Minutes - July 7, 1980 The Randolph County Board of Commissioners met in regularly session on July 7, 1980 with the following members present: Richard K. Pugh, Chairman, Thurman Hogan, Richard Petty and Matilda Phillips. Richard Petty made the motion, seconded by Thurman Hogan to approve the minutes of June 2, 1980 and June 17, 1980. This motion was unanimously approved. Motion was made by Richard Pugh, seconded by Thurman Hogan to appropriate $100,000 for salaries for County employees. This motion was unanimously approved. (Budget adjustment included by reference). Matilda Phillips made the motion, seconded by Richard Pugh to approve $6,000 for General Assistance for Social Services. Pugh, Hogan and Petty voted NO. Phillips voted YES. Mr. Pugh made a substitute motion to appropriate $2500 for General Assistance. This motion was seconded by Mr. Hogan. Pugh, Hogan, and Petty voted YES. Phillips voted NO. Motion was made by Matilda Phillips, seconded by Richard Petty to appro- priate $1627.00 to replace stolen equipment from the Social Services Department. This motion was unanimously approved. George Elliot, Public Health Director, presented a draft copy of a Mass gathering Ordinance to the Board of Commissioners. This was tabled until the August 4, 1980 meeting and the County Attorney, Mr. Bill Ivey, was directed to study the proposal and make recommenda- tions at this time. Motion was made by Thurman Hogan, seconded by Matilda Phillips to approve the interim budget for Mental Health and the motion was unanimously approved: (included by reference). J Motion was made by Thurman Hogan, seconded by Richard Petty to approve the following resolution for the closing of SR 1333 and the motion was unanimously approved. WHEREAS,'the City of Asheboro is proposing to construct a reservoir at Parkers Mill on the Uwharrie River and WHEREAS, the proposed reservoir will flood a portion of NCSR 1333 making closing a portion of this state road necessary and WHEREAS, the North Carolina Department of Transportation requested the City of Asheboro obtain from the County of Randolph a resolution (2) of concurrence with the proposed closing of th,e portion of NC SR 1333, NOW, THEREFORE BE IT RESOLVED THAT THE County of Randolph does concur in the closing of a 1300 foot unpaved section and 300 foot paved section of NCSR 1333, a loop road, beginning at the intersection of NCSR 1333 and Highway 64 located approximately 575 feet east of the Uwharrie River, extending approximately 1600 feet in a southerly direction along the flood pain at the Uwharrie River, to the point of the proposed cul-de-sac. Motion was made by Thurman Hogan, seconded by Richard Petty to approve the appointments of the following persons to the Randolph Public Library Board of Trustees and the motion was unanimously approved: Charles McCrary for a six year term. Robert Upchurch for a six year term. Mrs. H. M. Kivett ( to fill the unexpired term of Charles Dorsett) for a four year term. Motion was made by Richard Petty, seconded by Thurman Hogan to allow the Tax Supervisor to accept personal checks for payment of taxes. This motion was unanimously approved. Bill Chilton, Tax Supervisor, presented the annual tax settlement to the Board. Motion was made by Thurman Hogan, seconded by Matilda Phillips to authorize the Tax Collector to collect the taxes as follows and this motion was unanimously approved: To the Tax Collector df the County of Randolph: You are hereby authorized, empowered, and commanded to collect the taxes set forth in the tax records filed in the office of the Tax Supervisor and in the tax receipts herewith delivered to you, in the amounts and from the taxpayers likewise threin set forth. Such taxes are hereby declared to be a first lien upon all real property of the respective taxpayers in the County of Randolph and this order shall be a full and sufficient authority to direct, require, and en- able you to levy on and sell any real or personal property of such taxpayers, for an on account thereof, in accordance with law. Motion was made by Richard Petty, seconded by Thurman Hogan to approve the extension of employment for Mrs. Claudia Harwell, who had reached retirement age. This motion was unanimously approved. Motion was made by Thurman Hogan, seconded by Richard Petty to - approve the consent judgement for Randolph Mills. This motion was unanimously approved. Motion was made by Matilda Phillips, seconded by Thurman Hogan to approve the bids�Parker Coach Co. for two 1980 modular ambulances for $51,302 and from Prestige Vehicles, Inc. for a new ambulance chassis for $10,000. This motion was unaimously approved. Motion was made by Matilda Phillips, seconded by Thurman Hogan to enter into executive session. This motion was unanimously -approved. (3) - Motion was made by Thurman Hogan, seconded by Richard Petty to employ a transportation coordinator at a $10,000 salary for a period of one year. This motion was unanimously approved. The meeting adjourned at 11:45 A.M.
