061780RANDOLPH COUNTY BOARD OF COMMISSIONERS SPECIAL MEETING -June 17, 1980 The Randolph County Board of Commissioners met in Special Session June 17, 1980 at 3:00 P.M. with the following members present: RicharRichard K. Pugh, Chm., Kenyon Davidson, Matilda Phillips, Thurman Hogan an . d The meeting was called to order by the Chairman, Mr. Pugh. Lee Stone, Chairman of the Asheboro City School Board of Education, addressed the Board on the 198081 budget. Lee Phoenix, Superintendent, Asheboro City Schools, presented the budget for Asheboro City Schools in 1980,81. Thurman Hogan, seconded by Richard Petty to approve Motion was made by the Asheboro Cit Board of Education expressing the resolution passed by Y inequity in capital outlay monies for the Asheboro City Schools. This motion was unanimously approved. - Motion was made by Thurman Hogan, seconded by Richard Petty to allow bond monies to be transferred to other projects, to bprocessed by Charlie Casper. This motion was unanimously approved. R. S. Davis, Chairman, Randolph County School Board, presented the current expense portion of the Randolph County Schools budget. John Lawrence, Superintendent, Randolph County Schools, presented the Capital outlay budget for 1980-81. The meeting recessed until 7:00 P.M. when a Public Hearing was held on the 1980-81 budget. The meeting reconvened at 8:15 P.,M, Motion was made by Thurman Hogan, seconded by Richard Petty to approve the following resolution for the sale of surplus property now in possession of the Sheriff's Department: p WHEREAS, the Randolph County Sheriff's Department has in its' possession surplus property and unclaimed property; and WHEREAS, the Sheriff's Department deems it advisable to dispose of this property. IT RESOLVED that the sale of this property NOW, THEREFORE BE Randolph authorized by the Board of Commissioners of the the pfarking lot for the 24th day of June, 1980 at 10:00 A.M. in the p lot of the Randolph County Courthouse. This motion was unanimously approved. Motion was made by Thurman Hogan, seconded by Matilda Phillips to approve the position of Transportation Coordinator for the county for a period of one year. This motion was unanimously approved. George Elliott, Health Director, requested a physician's assistant or clinical nurse to set up a screening clinic for children. Matilda Phillips made the motion, seconded by Richard Pugh to approve the position of a physician's assistant of clinical nurse for the Health Department. No one voted for this. Motion was made by Richard Pugh, seconded by Thurman Hogan to appropriate $1,000 each to the following and the motion was unanimously approved: Ash -Rand Rescue Squad, Guil-Rand Rescue Squad, the National Guard Armory, the Asheboro -Randolph Chamber of Commerce. Motion was made by Richard Pugh, seconded by Thurman Hogan to appropriate $1,000 each to the 17 volunteer fire departments of the county. This motion was unanimously approved. Motion was made by Matilda Phillips, seconded by Richard Pugh to . - appropriate an additional $100,000 in current expense funds for city county schools, funds to be divided equally on a per capita basis be= tween the Asheboro and Randolph administrative units - $77,080 to the county and $22;.920 to the city. This motion was unanimously approved. Motion was made by Thurman Hogan, seconded by Richard Petty to allocate $45,500 to Farmer School to build a covered walkway And to augment funds already appropriated in county bond funds to build new dressing rooms for the gymnasium. This motion was unanimously approved. Motion was made by Thurman Hogan, seconded by Richard Petty to appropriate the following monies to Ramseur School and the motion was unanimously approved: $42,973 for Casework $34,635 for classroom and administrative office furnishings $25,000 for library furnishings. Total $102,608 Motion was made $10,000 for the County for band approved. by Rich,aro Pugh, seconded by Matilda Phillips to appropriate Quitural Arts programs in tie. four High Schools in the instruments and uniforms. This motion was unanimously approved. (5) Motion was made by Kenyon Davidson, seconded by Thurman Hogan to adopt the following resolution for East Side Volunteer Fire Protection Associ4tion, Inc. and the motion was unanimously approved: BE IT RESOLVED, that the Contract and Agreement dated 5th day of May, 1980, entered into by East Side Volunteer Fire Association, Inc. and the County of Randolph be amended as follows: Delete Paragraph 8 in its entirety and substitute in lieu thereof the following: '8 This Contract shall expire on the 30th day of October, 2021. Motion was made by Matilda Phillips, seconded by Kenyon Davidson to go into executive session. This motion was unanimously approved. Motion was made by Kenyon Davidson, seconded by Richard Pugh to set the salary for the Tax Supervisor at $18,972. This motion was unanimously approved. Motion was made by Richard Pugh, seconded by Kenyon Davidson to set the salary of the Randolph County Sheriff at $24,000. Pugh, Petty, Davidson, and Hogan voted YES. Phillips voted NO. Kenyon Davidson made the motion, seconded salary raises in the amount of 8% for the was unanimously approved: County Attorney Tax Attorney Social Services Attorney by Richard Pugh to approve following and the motion Thurman Hogan made the motion, seconded by Richard Petty to adopt the 1980-81 budget. This motion was unanimously approved(included by reference). Motion was made by Matilda Phillips, seconded by Richard Petty to approve a request from the U.S. Soil Conservation Service for $6,000 for salary for a secretary. This is on a one year basis. This motion was unanimously approved. The meeting adjourned at approximately 11;00 P.M. RANDOLPH COUNTY BOARD OF COMMISSIONERS 145 WORTH STREET - ASHEBORO. N. C. 27209 REVENUE SHARING BUDGET HEARING MINUTES .June 17, 1980,7:00 P.M. As required by law, the Randolph County Board of Commissioners conducted a Public Hearing on the proposed budget for 1980-81. The Public Hearing was held Tuesday, June 17, 1980, at 7:00 P.M. in the Commissioners' Meeting Room, Randolph County Courthouse, Asheboro, N.C. Citizens attending the Hearing had the right to provide ten and oral comments and ask questions regarding the entire budget and the relationship of Federal Revenue Sharing Funds to the entire budget. The Public Hearing was conducted by Mr. Richard K. Pugh, Chairman of the Randolph County Board of Commissioners, with the following Commissioners present: Matilda Phillips, Thurman Hogan, Richard Petty, and Kenyon Davidson. Total attendance for the Public Hearing was approximately 22 people. Mr. Bud Hedrick of the Soil and Water Conservation Service requested funds to hire a full --time secretary. This position had been previously funded through CETA. Mr. Jerry Reynolds, from Ramseur, stated that he felt the entire public education budget should be increased. He pointed out the amount of money the PTA contributed to the schools' current expense. A special appeal was made to fund the completion of the Ramseur School. Karen Zerfoss, member of the Ramseur PTA, and'a lady that has recently moved to Randolph County from Arizona, both stated that they felt the county did not spend enough on education. Barbara Raines, a teacher at the Ramseur School, told the Commissioners about the condition of the old school at Ramseur and that it was im- perative that the old school not beused next year. Mary Tate Blake, member of the Randolph County Board of Education, addressed the need for more capital outlay funds just so schools other than Ramseur could be occupied next year. Jerry Shackelford, Principal of Ramseur School, explained what furni- ture could be transferred from the old school to the new school. The Public Hearing was adjourned at 8:15 P.M.
