110617 II Project New World347 Closed Session II – Project New World— November 6, 2017 At 7:43 p.m., already in closed session on another matter, began closed session on a different a matter relating to instructing the public body's staff or negotiating agents concerning the position to be taken by or on behalf of the public body in negotiating the price and other material terms of a contract or proposed contract for the acquisition of real property by purchase, option, exchange, or lease, pursuant to [N.C.G.S.143-318.11(a)(5)(i)]. Commissioners Allen, Frye, Haywood, McDowell and Kidd were present. Also present were County Manager Hal Johnson; Will Massie, Assistant County Manager/Finance Officer; County Attorney Ben Morgan; Aimee Scotton, Associate County Attorney; and Amanda Varner, Clerk to the Board. Commissioner Frye stated that the original request for the County to contribute toward purchase of one of the properties has possibly risen to $3.5 million, which includes commission and a non-refundable deposit. He said the NCRR has invested around $46 million in properties and the Foundation had invested around $10 million. Chairman Allen stated he was in agreement for $2.5 million but that until a client is confirmed he preferred to wait on a decision to purchase the property. Commissioner McDowell stated he felt the NCRR could make up the balance of that option or purchase it in full. The consensus of the Board was that any additional purchases would be contingent upon a contractual end user. At 7:51 p.m., on motion of Frye, seconded by McDowell, the Board voted unanimously to end closed session and to return to open session. David Allen, Chairman Darrell L.
