120417 Project New WorldClosed Session I– Project New World— December 4, 2017 At 8:07 p.m., the Board convened closed session in order to discuss matters relating to the location or expansion of industries or other businesses in the area served by the public body, including agreement on a tentative list of economic development incentives that may be offered by the public body in negotiations [NCGS 143-318.11(a)(4)] and to instruct the public body's staff or negotiating agents concerning the position to be taken by or on behalf of the public body in negotiating the price and other material terms of a contract or proposed contract for the acquisition of real property by purchase, option, exchange, or lease, pursuant to [N.C.G.S.143- 318.11(a)(5)(i)]. Commissioners Allen, Frye, Haywood, Kidd and McDowell were present. Also present were County Manager Hal Johnson; Assistant County Manager/Finance Officer Will Massie; County Attorney Ben Morgan; Associate County Attorney Aimee Scotton; and Clerk to the Board Amanda Varner. County Manager Hal Johnson explained that the Greensboro -Randolph Megasite Foundation has requested that the County purchase parcel 8717687310 (995 in which they hold an option to purchase). Commissioner Frye said the approximate price he had heard quoted was around $3,412,500. Mr. Johnson said the Foundation would also be giving the County parcels 8708706808, 8708727822, 8708812608, 8708718522, and 8708716649 (that they currently own). As stated in a prior closed session, a potential client provided a site design which is a rectangle in shape and parcel 8717687310 is the additional land that the Foundation has the option on (non-refundable deposit) that will complete the required site dimensions, if the client selects this site. Commissioner Frye and Attorney Aimee Scotton explained that the closing on the option cannot take place sooner than January 2nd or later than 30 days after the expiration of the due diligence process. A public hearing to authorize the purchase can take place prior to January 2nd After discussion, the consensus of the Board was to move forward with the process to consider the purchase of the property.
