RANDOLPH COUNTY PLANNING BOARD MINUTES
November 20 , 1979
The Randolph County Planning Board met on Tuesday, November 20 ,
1979 , at 1 : 00 pm in the Board of Commissioners Meeting Room,
County Courthouse, Asheboro , N . C. The following members were present :
Don Hancock, Chairman
Andrew Lueker
Lorene Walker
Doyle Stoute
Elmer Routh
Hal Johnson, Administrative Officer
1 . Chairman Don Hancock called the meeting to order. Elmer Routh
made the motion, seconded by Andrew Lueker to approve the Planning
Board Minutes for September 27 , 1979 . This motion was unanimously
passed. (The Planning Board did not meet during the month of October)
2. Andrew Lueker made the motion, seconded by Lorene Walker , to approve
the Final Plat of EVERGREEN ACRES SUBDIVISION , Trinity Township ,
SR 1547 ; Owner; Walker Upholstery Inc . , High Point , N. C . ; Surveyor :
Clotus Craven, Asheboro , N. C . This motion was unanimously passed.
3 . Phil Pritchard, Pritchard Construction Company, Asheboro , N . C . ,
presented the Final Plat for CEDAR CREEK SUBDIVISION, Back Creek
Township , ; Owner : Pritchard Construction Company, ; Surveyor : Clotus
Craven. Hal Johnson advised the Board that the subdivision had been
reviewed by the Health Department for general suitability of soil
for septic tank and was found to be favorable . The State Dept . of
Highways had stamped the Plat indicating approval of the streets as
pertains to State paving specifications when completed. Pritchard
advised the Board that the streets were not paved as of this date
because power lines were in the process of being placed underground
and this would tear up the streets .
Doyle Stout made the motion , seconded by Elmer Routh , that the
Final Plat of Cedar Creek Subdivision be approved with the following
special stipulations :
A: A valid contract , signed , between Pritchard Construction Co . ,
and a paving company, be executed before the Fianal Plat is recorded .
This contract should be shown to Hal Johnson as proof that the
streets are in the process of being paved prior to Final P1.at recording ,
and that a contract exists between Pritchard Construction Co . , and
a paving company to perform the paving work.
B: Streets in the subdivision should be in the process of being
paved no later than July 1980 .
This motion was unanimously passed by the Planning Board.

4. Neal Craven, Surveyor , Asheboro , N. C. asked that the Board
grant a Variance to the subdivision regulations pertaining to the
5 acre minimum lot size for a subdivision of property not to fall
within the County Subdivision Ordinance regulations . Mr. Craven
desired to sale a 2 . 9 acre tract of land to complete sale of 1-mnd
for the last tract in a unrecorded subdivision dated 1975 . The
subdivision did nothave a public street as required by the Coun(:y
subdivision ordinance and had gone undetected until October 1979'
when the County Health Department referred Mr . Craven to the Planning
Board.
Chairmand Hancock asked if there was a motion to grant the Variance
as requested by Mr. Craven. No motion was made , and Mr. Craven ' s
variance request was denied.
5 . Miscellaneous : Hal Johnson , Administrative Officer , advised the
Planning Board that the County was in the process of contracting with
the Piedmont Triad Council of Governments to reprint copies of the
Zoning and Subdivision Ordinances . There would also be summaries of
these various ordinances typed and printed and would possibly be
available at the next Planning Bgaid"Meeting .
