RANDOLPH COUNTY PLANNING BOARD MINUTES
March 19 , 1980
The Randolph County Planning Board met on Wednesday, March 19 ,
1980 , at 1 : 00 p.m. in the Board of Commissioners Meeting Room,
County Courthouse, Asheboro , North Carolina. The Following members
were present :
• Don Hancock, Chairman
/Ray Farlow, Vice-Chairman

Elmer Routh
Doyle Stout
Jimmy Newton
Hal Johnson, Administrative Officer
1. Chairman Don Hancock called the meeting to order. Elmer Routh
made. the motion, seconded by Jim Newton to approve the minutes of
tYbeFebru ;ry 20 , 1980 Planning Board Meeting . This motion was
urianimously,approved.
2. : At the previous months Board meeting , members of the Planning
Board had expressed an interest in the possibility of developing
a county-wide Junk Yard and Junk Vehicle Ordinance. Hal Johnson
was asked if he might arrange for a representative from either
tb,e Piedmont Triad Council of Government or the Institute of
. Government to be present at today' s Planning Board Meeting to
assist the Board in developing plans . These ideas could then be
presented to the Board of Commissioners , for further review.
• Mr .-. Johnson advised that he had contacted Mr. Richard Drucker
of the Institute of Government , and Roger Bardsly of the PTCOG,
and discussed with each the idea of county-wide Junk Yard and Junk
vehicle Ordinances . Mr. Johnson advised the Planning Board that
from discussions with these persons it was clear that county-wide
ordinAnces relative to junk yards and junk vehicles required extensive
pro-fes'sional planning- and study. Mr . Johnson said that a proposal
wo}ild be brought before the' County Commissioners on the new budget
request .that would allow the county to have available one day a week
on. -a .coltract: basis the planning services of the Piedmont Triad
CoureLl of Government : , Mr . Johnson said that the county does not
emp16y: a full,--time Planner and this service offered by PTCOG would
allow,;,:the county to have planning capabilities it does not currently
have.'' `Mr. Johnson said the PTCOG would work at the direction of the
county and on those projects that would be asked by the county.

The Planning Board endorsed the concept and need for a Planning
Service capability as generally proposed by the PTCOG. The Planning
Board, after general discussion, established a list of priorities
�- which they as a Planning Board felt were important in having effective
Land Use Planning on a county-wide basis . The Planning Board
priorities are as follows :
1. Study of Mobile Home Ordinance
2. Zoning of Northern half of County.
3. Study and review of possible ordinances pertaining
to Junk Vehicles
4. Study and review of ordinance which would require
screening on Junk Yards on a county-wide basis .
3. Jimmy Newton presented to the Board for general information
purposes preliminary data on a Junk Vehicle Ordinance currently
enforced by the City of High Point . Mr. Newton said that this
ordinance had been upheld by the courts and was effective. Mr .
Newton also presented, for information purposes , general information
pertaining to means of enforcing a Junk Vehicle Ordinance on a
county-wide basis . A general discussion then followed pertaining
to problems in the area of Trinity Township. Mr . Newton told the
Planning Board that some of the well water in the Northwest corner
of Trinity was being studied by the Health Department for possible
high levels of bacteria. Jack Workman , Ast. Supervising Sanatarian ,
Department of Health, advised that a study was being conducted , hut
the results were not final as of this date. A general discussion
of the importance of a county water system followed.
4. Being no further business , the Planning Board Meeting was
adjourned by Chairman Hancock.
