RANDOLPH COUNTY PLANNING BOARD MINUTES
May , 1980
The Randolph County Planning Board met on Wednesday, May 21 , 1980
at 1 : 00 p.m, in the Board of Couunissioners Meeting Room, County Court-
house , Asheboro, North Carolina. The following members were present :
Andrew Lueker
Don Hancock, Chairman
Ray Farlow, Vice-Chairman
Lorene Walker , Secretary
Elmer Routh
Doyle Stout
Jimmy Newton
Hal Johnson, Administrative Officer
1. Chairman Don Hancock called the meeting to order . Elmer Routh
made the motion, seconded by Jimmy Newton to approve the minutes of
the March 19 , 1980 Planning Board Meeting . This motion was unanimously
approved. The Planning Board did not meet during the month of April .
2 . Kay Delk, Developer, presented a Preliminary Plat for Indian Summer
Subdivision, Cedar Grove Township , SR 1422 and consisting of 15 lots .
Lorene Walker made the motion, seconded by Jimmy Newton, to approve
the Preliminary Sketch Plat for Indian Summer Subdivision. This
motion was unanimously approved.
3 . Max Lambeth, Archdael Home Builders , requested that he be given
a dimensional variance to Lot 17 of Giant Oaks Subdivision to divide
the lot into two lots, which would be below the minimum requirements of
the County Subdivision Ordinance . Mr . Lambeth was not present at
the Planning Board meeting. Jimmy Newton said that Mr . Lambeth should
show just reason for requesting a variance from the County Subdivision
Ordinance before any such request was considered. Andrew Lueker made
the motion, seconded by Elmer Routh , to delay a decision on Mr . Lambeth' s
request until such time as Mr. Lambeth might provide more information.
This motion passed.
4. Mrs . Ivey B. Riggs , 1713 Windsor Drive , High Point , N. C . appeared
before the Planning Board and requested that property she owns on the
Old Thomasville Road , Trinity Township , SR 1627 , Zoning Map 1-1 ; be
rezoned from Residential Suburban to Light Industrial zoning district
classification. The property is approximately 120 X 200 in size and is
currently being used for 1 mobile home that is rented and used as a
single family residence. Mr. Ivey Riggs , High Point , N. C . , advised the

Ray Farlow said that some of the industry in the area had fire hydrants
and public water. But Mr. Newton said that the City of High Point ran
the water lines out to this industry on a selected basis , and did not
do this for every request . After additional discussion of land use pattern
in the area Ray Farlow made the motion , seconded by Andrew Lueker , that
the Planning Board recommend to the Board of Commissioners that the
Property be re-zoned to Light Industrial. Ray Farlow, Andrew Lueker,
and Elmer Routh, voted yes ; Jim Newton voted no; the motion passed.
The re-zoning request will be scheduled for the Board of Commissioners
public hearing at the August meeting .
6 : Rev. Charles Adams , High Point , N . C . was present at the meeting .
Rev. Adams spoke to the Board concerning the property of Mrs . Evelyn B .
Winslow, Rt 5 , Box 425 , High Point , N . C . Mrs . Winslow had submitted a
Petition for Change of Zoning District Classification concerning property
she owns of approximately 2 acres that runs parallel with Prospect St.
Extension and HP&D Railroad; Zoning Map 1-1 , Trinity Township . The
property in question was very narrow and most of the acreage stretched
along the road instead of being wide . Mrs . Winslow was using the property
for growing sweet potatoes and tobacco. The property on the Zoning map was
zoned light industrial and she desired that the zoning classification be
lowered to Residential Agriculture to reflect its use . Hal Johnson advised
the Board that he was familiar with the property having spoke with Mrs .
Winslow on the phone and visiting the site . Mr . Johnson advised the Board
that it appeared an error had been made on the County Zoning Maps and th
property should be zoned as Residential Agriculture. Johnson advised the
Board that the County Zoning Ordinance gives him the authority to make a
change in a Zoning boundary if it is obvious that a error has been made .
To do so, the Planning and Zoning Board must give Mr . Johnson the
administrative approval to make the change in correcting the error.
Johnson said that he felt an obvious error in the County Zoning Map had beer
made concerning this property and recommended that the property should be
zoned Residential Agricultural. Andrew Lueker made the motion, seconded
by Jimmy Newton, to authorize Hal Johnson to have the Zoning Boundary on
the Maps changed so as to reflect the propertys correct use . This motion
was passed by the Board.
7 . The Planning Board reviewed a "Environmental Water Survey of the
Northwest Randolph County" . The report concluded that in the interest
of Public Health a public water system be made available to the Northwest
area of Randolph County being north of Highway 29-70 and Temp . I-85"
Based on the Environmental Study conducted by the Health Department the
Planning Board passed the following motion and asked that it be made
available to the Board of Commissioners :
Jim Newton made the motion; seconded by Andrew Lueker , that the Board
of County Commissioners be asked if they would give permission to the
Davidson County Water Company to expand its water service into the
Northwest corner of Randolph County. This motion was passed by the Board.
