C. The following members were present : Don Hancock, Chairman Members Absent : Doyle Stout Ray Farlow, Vice-Chairman Lorene Walker Elmer Routh Andrew Lueker Jim Newton Hal Johnson, Administrative Officer 1: Andrew Lueker made the motion , seconded by Jim Newton , to approve the May 19 , 1980 , Planning Board Minutes . This motion was approved . • 2 . Jim Newton made the motion, seconded by Elmer Routh , to approve the Final Plat for Indian Summer Subdivision , Kay Delk, Developer , Cedar Grove Township , SR 1422 . This motion was approved. 3. Ray Farlow made the motion, seconded by Andrew Lueker , to approve the Preliminary Subdivision Plat for Section 2 , Stoneybrooke Subdivision , Frank Synder Construction Co . , Developer , Grant Township . This motion was approved by the Board . 4. Jim Newton made the motion, seconded by Ray Farlow, to approve the Final Plat of Lorien Subdivision, Level Cross Township , Solar Systems , Randleman, N.C . , Developers , Clotus Craven, Surveyor . 3 Lots . SR1935 . This motion was approved by the Board. 5. Committee Report: At the May Planning Board meeting a committee was appointed by Chairman Hancock to visit the site of the re-zoning request of Mrs . Ivey B. Riggs and to report back concerning the general land use in the area. Ray Farlow, Couullittee Chairman, advised the Board that the Committee consisting of Ray Farlow, Andrew Lueker , Lorene Walker , and Hal Johnson, had visited the site . The general land use in the area was a mixture of industrial , commercial , and residential. The property was bordered on two sides by industrial establishments and across the road was a mixture of small commercial operations which included some property being used as residential. Mr. Farlow advised the Board that it was the opinion of the special Committee that the re-zoning request for use as industrial was justified and recommended that the Board recommend to the County Commissioners that the property be re-zoned as reauested . The Motion was then placed to the Planning Board for recommendation that the property be rezoned to Light Industrial as requested . Jim Newton spoke in opposition to the rezoning request . Mr . Newton advised the Board that he thought the size of the lot , and the fact that the area did not have fire protection, or water , should be taken into consideration. Piedmont Outdoor Advertising Company, Greensboro , N . C . , had been in the process of constructing a Billboard on the property in question . Because of the County Zoning Ordinance that does not allow a Billboard in a residentially zoned area the billboard construction was stopped , while the property goes through re-zoning procedure . Charles Wood , Salesman, Piedmont Outdoor Advertising , was present at the meeting and advised the Planning Board that his company wanted to comply with all County laws and ordinances . Jimmy Newton advised Mr. Riggs and Mr . Wood that even if the property is Re-zoned to Light Industrial the Billboard must meet the requirements outlinedJin the Zoning Ordinance for proper location of signes . Glenn Conners , High Point , N . C . was present at the meeting and requester that the County enforce the penalty for zoning violations as outlined in the Zoning Ordiance . Mr . Conners said that it had been over 30 days since the property owners had been notified of the Zoning violation and they had not removed the sign which was partially constructed. Hal Johnson advised the Board that the Zoning Ordinance provides for an appeal which stays all proceedings in a Zoning matter. By requesting a Re-Zoning to allow compliance with the County Zoning Ordiance the property owners were following the correct provisions of the Zoning Ordinance and no action would be taken by the County until the appeals process had been completed . Rev. Charles Adams , High Point , N. C . was present at the Planning Board Meeting and said that the citizens of the Trinity Township had pushed hard for zoning because they did not want to see their neighborhood be destroyed. Rev. Adams said that if the County allowed the Billboard to be constructed the County would have no control over what goes on the Billboard. Rev. Adams said that he was afraid that the Billboard would be . used to advertise in a manner that would hurt the neighborhood. Mr . Luther Black was present at the Board meeting . Mr . Black spoke in opposition to the Re-Zoning request . Mrs . Ivey Riggs said she purchased the lot with the idea that she could some day use it for commercial or industrial purposes . The Billboard was not the reason she purchased the land and she would not allow the Billboard to be used in a way that would hurt the neighborhood. Hal Johnson advised the Planning Board that the issue of the Billboard was secondary to the request that the property be Re-Zoned to Light Industrial classification. If the property is re-zoned the Zoning Ordiance allows by right in commercially zoned districts billboard, although the billboards are still subject to restrictions . Don Hancock stated that the authority in Re-zoning matters rested with the County Commissioners . But before the Board of Commissioners acted on a re-zoning request they must have a recommendation from the Planning Board . Andrew Lueker advised that he was not familiar with the area and would like to see the land before he made a recommendation. Lorene Walker also said that she was not familiar with the property and recommended that a committee be appointed from the Planning Board to go to the area and report back to the Board at the June meeting . Ray Farlow; Lorene Walker; Andy Lueker ; and Hal 'Johnson were appointed to review the property in question. 5. Being no further business , °1mp - •ng was adjourned.
