RANDOLPH COUNTY PLANNING BOARD MINUTES
AUGUST 20 , 1980
The Randolph County Planning Board met on Wednesday, August 20 ,
1980 at 1 : 00 p .m. in the Board of Commissioners Meeting Room, County
Courthouse , Asheboro, North Carolina . The following members were
present :
Don Hancock, Chairman ABSENT
Ray Farlow, Vice-Chairman
Andrew Lueker Lorene Walker
Elmer Routh
Doyle Stout
Jim Newton
Hal Johnson, Admin. Officer
1. Ray Farlow made the motion, seconded by Jim Newton that the
Board Minutes for June 18 , 1980 be approved with the following change :
The Subdivision Plat for Stoneybrook Subdivision, Section, 2 was
approved as a Final Plat and had been listed in the minutes as a
Preliminary. The motion was approved .
2 . Andrew Lueker made the motion, seconded by Ray Farlow to approve
the Preliminary Plat for Cedar Creek Subdivision, Section 2 , Lots
1-12 and 56-64 , Asheboro Township . This motion was approved .
3. Ray Farlow made the motion, seconded by Jim Newton to approve
the Final Plat of F. O. Yates ' Subdivision, Cedar Grove Township .
This motion was approved.
4. Ray Farlow made the motion, seconded by Andrew Lueker , to reject
the Preliminary Plat for Section 2 , Evergreen Acres Subdivision, Trinity
Township , Craven Surveyors , for some of the following reasons : 100 '
building line frontage not on all lots ; some lots did not front on
a public road; lot corners in middle of lake, etc . This motion was
approved.
5. The Board took no action on a request for a variance from the
Subdivision Ordinance from Walter V. Roberts concerning the require-
ments that all lots in a Subdivision must front on a public road .
It was determined that the land in question was part of Oak Valley
Subdivision plated 15 years ago. As such, the property would fall
under the "Grandfather Clause" and not be subject to current subdivision
requirements and no Variance action would be required of the Planning
Board.

6. Jim Newton made the motion, seconded by Andrew Lueker to approve
the Re-zoning Request of Joe Williams , Jr . , Route 1, Sophia, NC . , that
approximately 360 x 250 of land located on SR #1004 & SR #1408 be
re-zoned from Residential-Agricultural to Highway Commercial . (Trinity
Township , Zoning Map 2-3) This request will be forwarded to the
County Commissioners . The motion was approved .
7 . Jim Newton made the motion, seconded by Andrew Lueker that the
Re-Zoning Request of Charles Davis , concerning approximately 206 x 180
of property located at 1000 Old Thomasville Road , Zoning Map 1-1,
be re-zoned from Residential Suburban to Highway Commercial be denied .
Mr . Newton stated that the property would be sold in a week and the
new owner should determine if a re-zoning request was desired . This
motion was approved by the Planning Board.
8. To help clarify County policy regarding Subdivision of Estate
Property, the Planning Board passed the following motion :
A conveyance of property made for the purpose of dividing up
the estate of a decedent among his heirs will not be considered as
being subject to County Subdivision regulations if each tenant or heir
does not receive more than one tract or parcel of land . Plats of this
nature must still be stamped by the appropriate County Official before
recording in the Register of Deeds . Should deviations from these
general guidelines occur , the plat must be presented to the full
Planning Board for review and approval .
This motion was made by Ray Farlow and seconded by Andrew Lueker .
The motion was approved by the Planning Board and is to serve as a
guide in interpretation of estate subdivision requirements .
9 . Being no further business the meeting was adjourned.
