RANDOLPH COUNTY PLANNING BOARD
October, 1980
RANDOLPH COUNTY ZONING BOARD OF ADJUSTMENT
The Randolph County Planning and Zoning Board of Adjustment met
on Wednesday , October 15 , 1980 at 1 :00 p .m. in the Board of Commissioners
Meeting Room, County Courthouse , Asheboro , North Carolina. The following
members were present :
Ray Farlow, Vice-Chairman ABSENT
Lorene Walker, Secretary
Elmer Routh Don Hancock
Jim Newton Andrew Lueker
Hal Johnson, Administrative Officer Doyle Stout
1. Ray Farlow called to order the Planning and Zoning Board of
Adjustment to consider a request from Mr. George Whitesides , 1507
Pinehurst Drive , High Point , North Carolina. Mr. Whitesides was
asking for a Dimensional Variance from requirements of the County
Zoning Ordinance that requires a 10 foot minimum side yard on
Commercially zoned areas . Mr. Whitesides has property in the
Trinity Township off of Uwharrie Road on which he desires to
construct a commercial building addition approximately 4 feet from
the side property line . The property is already zoned for Highway
Commercial use. Mr. Whitesides stated that he originally purchased
the property from Jones Realty, Greensboro , North Carolina, and
Jones Realty currently owns the property next to where he desires
to construct the building addition.
Mr. Whitesides stated that he felt that there would be no
objection from the other property owner if he were allowed to build
4 feet from the property line .
Hal Johnson advised the Board that there had not been sufficient
time to run Public Notice advertisements as required by the Zoning
Ordinance in granting a Zoning Variance .
The Board postponed a final decision until the Public Hearing
scheduled November 19 , 1980 .
2 . Being no further business , the Zoning Board of Adjustment was
adjourned.

1 . Ray Farlow called to order the County Planning Board.
2 . Elmer Routh made the motion, seconded by Lorene Walker , that
the Planning Board Minutes for the month of September, 1980 be
approved.
3. John Riggs , Attorney, High Point , North Carolina, requested a
Variance from provisions of the County Subdivision Ordinance that
requires every lot in a subdivision to front on a paved public road.
Mr. Riggs presented a Plat of the Glenola Industrial Park located
off of Highway 311 in New Market Township . Two of the three tracts
were less than 5 acres that would exempt from paved road requirements .
The land tracts consist of 8 .63 acres ; 3 . 74 acres ; and 2 . 78 acres ;
and there is already an existing private drive road. There were
already existing conuuercial buildings on the property . After a general
discussion of Industrial Parks the following motion was made : Jim
Newton made the motion that a Variance be granted allowing a private
road to provide access to the three tracts of land presented as Glenola
Industrial Park and being currently used for commercial purposes . The
motion further stated that should the Industrial Park expand into
further subdivisions of land beyond the 3 tracts presented, the
Planning Board would review this expansion as it pertains to County
Subdivision public road requirements . Elmer Routh seconded this motion .
The motion was approved.
4. Ray Farlow made the motion , seconded by Jim Newton that the Final
Plat of Lawrence Earnhardt Subdivision , Back Creek Township be rejected
until a letter from the Department of Public Health was received per-
taining to suitability of soil for septic tank installation. Page 8
of the Subdivision Ordinance requires this . The motion was approved.
5 . The Board reviewed the Preliminary Subdivision Plat of Leesville
Subdivision, Lee Stackhouse owner , 28 lots ; Trinity Township . The
Planning Board took no action pertaining to a Preliminary Plat approved
because of a recent state ruling that would put this subdivision in
a Watershed Area because of the new Asheboro lake. The Watershed would
require 40 ,000 square foot lots . The date the Watershed area was to
have been enforced has not been established by the state as of the
Planning Board Meeting. It was the general feelings of the Planning
Board that this Subdivision should fall under the "Grandfather Clause"
as it pertains to 40 ,000 square foot lots .
6 . Jim Newton made the motion, seconded by Elmer Routh, to approve
the Final Plat of Hickory Hills East Subdivision, SR #2828 , Grant
Township, Kay Delk , Developer . This motion was approved.
7. Elmer Routh made the motion, seconded by Lorene Walker to approve
the Preliminary Subdivision Plat of Kay Delk concerning 8 lots on
Highway 42 , (Below Pugh Ball Field) , SR #2829 . All lots front on
a Public Road and are in excess of 30 ,000 square feet as required
in the RA Zoned District . This motion was approved.
8 . A brief report was given to the Planning Board by Jack Workman ,
Ast . Supervisory Sanatarian, Public Health Department concerning the
new watershed area created in the northwest section of Randolph County
as a result of the new Asheboro City Lake . The effect of the watershed
is to increase the minimum lot size from 20 ,000 to 40 ,000 square feet
in order to install septic tanks . The North Carolina Department of

Human Resources determined what areas would fall within the new water-
shed. Hal Johnson advised the Planning Board that as of this date ,
the Board of Couuuissioners and the Planning Board have not been
officially notified by the state as to the effective date the new
watershed should be enforced.
9 . Being no further business , Elmer Routh made the motion , seconded
by Lorene Walker that the meeting be adjourned. This motion was
approved.
