MINUTES
RANDOLPH COUNTY PLANNING BOARD
DECEMBER, 1980
The Randolph County Planning Board met on Wednesday , December
17 , 1980 in the Law Library Conference Room, County Courthouse ,
Asheboro, North Carolina. The following members were present :
Don Hancock , Chairman ABSENT
Ray Farlow, Vice-Chairman
Lorene Walker, Secretary Elmer Routh
Andrew Lueker
Doyle Stoute
Jim Newton
Hal Johnson , Administrative Officer
1 . Andrew Lueker made the motion, seconded by Ray Farlow that the
Planning Board minutes for November be approved. This motion was
approved.
2 . Bill Beard, Archdale Construction Company, 205 Baker Road,
Archdale , North Carolina, appeared before the Planning Board.
Mr. Beard requested that approximately 6 1/5 acres of land
located on SR #1004 between SR #1408 and SR #1545 (near Hillsville) ,
Trinity Township , Zoning Map 2-3 , be re-zoned from Residential-
Suburban/Residential Agriculture to Highway Commercial Zoning
classification. Mr. Beard advised that he planned to build a
4-Bay Auto Service Center. The property in question was in a mixed
commercial zone that included Heavy Industry, Light Industrial , and
Highway Commercial existing uses .
Jim Newton made the motion that it be recommended that the
property be re-zoned to Highway Commercial use. The motion was
made because re-zoning of this property would be consistant with
existing land use patterns in the area. Doyle Stoute seconded the
motion. The motion was approved.
A Public Hearing will be scheduled before the Board of County
Commissioners at the February Meeting.
3. Lorene Walker made the motion, seconded by Jim Newton, that the
Final Plat of EDEN ROCK SUBDIVISION; Grant Township , SR 2830 & SR 2829 ,
DECEMBER, 1980

Kay Delk Developer, 6 Lots , be approved. This motion was approved.
The motion carried. It was pointed out to Ms . Delk that although each
lot met the minimum requirements of the Subdivision Ordinance , the
Health Department must issue a Septic Tank Permit before a lot
could be sold for building development .
4. A general discussion of Zoning and the future role of the County
Planning Board was conducted. Hal Johnson advised the Board that
the County Commissioners were non-commital concerning future zoning .
It was discussed that zoning was something that had to be sold because
most people did not understand what zoning was all about . Zoning
is not always a quick cure for development problems , but it can
protect land use in some instances from future haphazard development .
It was decided by the Board that a joint meeting with the
Board of County Commissioners would be beneficial in discussing
the County ' s future needs relative to planning and zoning. Hal
Johnson was asked to have the Planning Board scheduled on the
County Commissioners ' February meeting agenda.
Each member of the Planning Board was asked to prepare a
list (for discussion at the January 21 Planning Board Meeting)
of the points that need to be made concerning good planning and
zoning. This topic will be discussed at the January meeting.
5 . Being no further business , the meeting was adjourned at 1 : 55 p .m.
