MINUTES
RANDOLPH COUNTY PLANNING BOARD
January 21 , 1981
The Randolph County Planning Board met on Wednesday, January 21 ,
1981 at 1: 00 p .m. in the Conference Room of the Department of Public
Health, County Governmental Center , South Fayetteville Street , Asheboro ,
• North Carolina. The following members were present :
Don Hancock, Chairman
Andrew Lueker ABSENT
Doyle Stout RayFarlow, Vice-Chairman
Jim Newton
Terry Coble
Joyce Davis
Hal Johnson, Administrative Officer
1. The meeting was called to order by Chairman Hancock . Two new
members of the Planning Board appointed by the Board of Commissioners
were recognized:
Joyce Davis , Asheboro, N. C .
Terry Coble , Randleman, N. C.
In accordance with Article VI , Section 7 , of the Constitution of North
Carolina, the two new members acknowledged the Oath of Office as a
member of the Planning and Zoning Board of Adjustment of Randolph
County.
2 . Andrew Lueker made the motion, seconded by Doyle Stout., that the
following resolution be made in recognition of service on the Planning
Board by former members Lorene Walker and Elmer Routh:
WHEREAS , Elmer Routh and Lorene Walker have faithfully served Randolph
County as members of the Randolph County Planning Board; and has made a
valuable contribution to Planning and Development on a County-wide basis .
NOW, THEREFORE , BE IT RESOLVED by the Randolph County Planning Board
in meeting duly assembled this the 21st day of January, 1981 , that
Elmer Routh and Lorene Walker be commended for their loyal service
to Randolph County.
BE IT FURTHER RESOLVED THAT this resolution be spread upon the
permanent minutes of the Randolph County Planning Board and duly
recorded.
Adopted this the 21st day of January, 1981 .
This resolution will be forwarded to Mr. Routh and Mrs . Walker.
3. Andrew Lueker made the motion, seconded by Jim Newton to approve
the minutes of the December meeting. This motion was approved.
4. Jim Newton made the motion, seconded by Andrew Lueker , that the
following re-zoning request be approved as consistent with the County
Land Development Plan and forwarded to the Board of Commissioners at
Public Hearing:
A. Leon Ball , Thomasville, N. C . , requested through application
that approximately 2 acres of land (150 ' x 556 ' ) on the west
side of Old Thomasville Road, south of 1-85 , below SR #1626 ,
• (Trinity Township , Zoning Map 1-1) be re-zoned from Residential
to Light Industrial Zoning Classification.
This motion was approved by the Planning Board. Mr. Ball was present
at the Planning Board meeting and gave the Board a general review of
his intended development plans .
5 . Hal Johnson advised the Planning Board that he had arranged with
the Piedmont Triad Council of Government to prepare an information
program for the next Planning Board meeting scheduled for February 18 ,
1981.
The program presented by PTCOG would deal with the functions and
responsibilities of County Planning and Zoning Boards of Adjustments .
Also methods and theories of County Planning will be discussed.
On February 2 , 1981 at 7 :00 p .m. in the County Courthouse , the Randolph
County Board of Commissioners will conduct a Public Hearing on topics
including County-wide Zoning and water. Members of the Planning Board
were urged to attend this meeting in order to obtain public input .
6 . Jim Newton made the following recommendation and motion : Some
co-ordination of direction is needed between the Planning Board's
efforts and those of the County Commissioners . The Planning Board
and County Comunissioners should meet jointly at least once annually
to obtain direction and insure that both Boards ' efforts are co-
ordinated. At this meeting, planning priorities should be set forth
and possible feasibility studies should be examined for County Planning.
Mr. Newton suggested that the joint meeting be held with the Commissioners
on some day other than the 1st Monday of the month. This would enable
the two Boards to be more productive and have more time to discuss
planning needs . Mr . Newton asked that this request be forwarded to
the County Commissioners in the form of a letter.
Doyle Stout seconded the above motion for purposes of discussion.
It was discussed that it would probably be more convenient to
meet with the Commissioners during their regular monthly meeting time .
If the Planning Board was scheduled on the Commissioners ' Agenda,

appropriate time would be reserved for the two Boards . It was agreed
by the Planning Board that a joint meeting with. the. County Commissioners
would be needed to help establish Planning Board activities and to
establish a Planning Priority list .
Mr. Newton withdrew his request that the Boards meet on another day
other than the 1st Monday, and the motion passed.
Hal Johnson was asked to forward the appropriate correspondence
that would enable the Planning Board to have a joint meeting with the
County Commissioners at the Commissioners March 2 , 1981 meeting.
7 . A general discussion of Planning Board activities followed.
8. Being no further business , the meeting was adjourned by Chairman
Hancock at 2 : 25 p .m.
