MINUTES
RANDOLPH COUNTY PLANNING BOARD
February 18 , 1981
The Randolph County Planning Board met on Wednesday, February 18 ,
1981, at 1 :00 PM in the Conference Room located in the Department of
Public Health , County Governmental Center , South Fayetteville St . ,
Asheboro , N. C. The following members were present :
Don Hancock, Chairman
Ray Farlow, Vice-Chairman
Doyle Stout
Andrew Lueker
Jim Newton
Joyce Davis
Terry Coble
Hal Johnson , Administrative Officer
1: The meeting was called to order by Chairman Hancock. Andrew Lueker
made the motion , seconded by Ray Farlow, to approve the minutes of the
January meeting . This motion passed.
2 : Andrew Lueker made the motion, seconded by Ray Farlow, that Don Hancock
be elected to serve as Chairman of the Planning Board for 1981-1982 .
This motion was passed. Doyle Stout made the motion , seconded by Andrew
Lueker that Ray Farlow be elected to serve as Vice-Chairman of the Planning
Board for 1981-1982 . This motion passed. It was agreed by the Planning
Board that a Secretary would not be elected from among Planning Board
members for 1981-82 , and that Hal Johnson as Administrative Officer would
maintain records .
3: As the County Zoning Ordinance is now written the legally required
Public Hearing and Legal Notices are required to be performed prior to a
hearing by the Board of County Commissioners . Before the Commissioners
can make a decision on a Zoning Case they must have a recommendation from
the Planning Board. No Public Hearing is required for the Planning Board
to make a recommendation. So that Public input to the Planning Board will
be increased the following motion was made :
Jim Newton made the motion , seconded by Joyce Davis that the following
administrative policy be established prior to the Planning Board making a
final recoiiu11endation on a rezoning request : All property owners that join
the property to be rezoned should be notifed by mail that the Planning
Board will be meeting to review a rezoning request . These property owners
will be identifed by using maps of the County Tax Dept . The person requesti
rezoning will be required to place two signs on the property (supplied by
the County) that will notify the public of the Planning Board meeting .

The public notice signs will be posted on the property at least ten days
prior to the Planning Board meeting . (Public Hearing and Legal Advertising
will still be required before the County Commissioners) .
This motion was passed unanimously by the Planning Board.
4: Hal Johnson advised the Board that in many instances once the Planning
Board made a rezoning recommendation to the County Commissioners there was
not sufficient time between the Planning Board meeting and the Commissioners
meeting to allow the County Commissioners to view the property. The
Planning Board meets on the third Wednesday of each month and the Board
of County Commissioners meet on the 1st monday of each month.
Doyle Stout made the motion , seconded by Andrew Lueker , that the
Planning Board regularly scheduled meeting be changed to the first
Wednesday following the first Monday of each Month and that the meeting time
be changed to 1 : 30 PM. This motion was passed unanimously by the Board.
The Planning Board will meet again on Wednesday, March 4, at 1 : 30 .
5 : David McBride , Staff Planner, Piedmont Triad Council of Governments ,
Greensboro , N . C. Mr. McBride was scheduled to conduct a program for the
Planning Board that would discuss the various roles and functions of a
County Planning Board. Zoning and the role of the Planning Board was
also discussed. Mr. McBride discussed the role of a citizen Board in
planning and advised the Board that a Planning Boards main function was
to serve as an advisory body to the County Commissioners in helping to
develop objectives to be sought in the County ' s physical and economic
development . The Planning Board also could be used to assist in preparing
�. plans and programs for attaining these objectives . A general discussion
of planning and zoning followed.
6 : Hal Johnson advised the Planning Board that as requested he had
forwarded to the County Manager the appropriate correspondence that would
enable the Planning Board to have a joint meeting with the County Commission
at the Commissioners regularly scheduled March 2 meeting at 2 :00 . It was
felt that such a meeting conducted on an annual or quarterly basis would be
of great benefit in establishing and discussing Planning Board activities
and priorities for the new year .
7 : Being no further business the meeting was adjourned.
