NORTH CAROLINA 27203 919-629-2131 • 1779 • MINUTES RANDOLPH COUNTY PLANNING BOARD March 4 , 1981 The Randolph County Planning Board met on Wednesday , March 4, 1981 , at 1 : 30 P.M. in the Conference Room located at the McDowell Governmental Center, S . Fayetteville , Asheboro , N. C . The following members were present : Don Hancock , Chairman Ray Farlow, Vice-Chairman Doyle Stout Andrew Lueker Jim Newton Joyce Davis Terry Coble Hal Johnson, Administrative Officer 1 : The meeting was called to order by Chairman Hancock. Andrew Lueker made the motion , seconded by Terry Coble , that the minutes for the February meeting be approved. This motion passed. 2 : Hal Johnson, Administrative Officer, requested Planning Board authorization to approve "minor subdivision" plats without bringing the plats before the entire Planning Board if the Subdivisions meet the following criteria: Subdivisions consisting of not more than ten (10) lots and no new road is being constructed. All the lots of a minor subdivision must front on a state maintained road and meet the lot size requirements as outlined in the subdivision ordinance , and also any other requirements of the ordinance . Should such a minor subdivision plat be approved during the month between Planning Board meetings the minutes of the Planning Board should reflect the plat approval , and a copy of the subdivision plat shall be presented to the Planning Board. Jim Newton made the motion , seconded by Ray Farlow, that the above request be approved. This motion was passed. 3: On Monday, March 2 , 1981 , the Planning Board and the Board of County Commissioners met in joint session. At this joint meeting the County Commissioners authorized the Planning Board to begin a feasibility study on whether the County needs additional zoning beyond the Trinity Township and the N. C. Zoo. The Planning Board was also asked to prepare a recou,ulendation as to whether it is advisable to zone the County in a piecemeal fashion (township by township) or to zone the entire County. At this joint meeting the Planning Board advised the Couullissioners that March 4 , 1981 - Planning Board Minutes - Page 2 since the County is not zoned an ordinance that would severely restrict or prohibit the location in Randolph County of hazardous waste disposal sites might be desirable to prohibit the location of such businesses in the County. The Commissioners asked David McBride , Staff Planner, PTCOG, to prepare such an ordinance , and after the Ordinance has been reviewed by the Planning Board, to present the recommended Ordinance to the Commissioners at their April meeting. Mr. McBride advised the Planning Board that an ordinance that strictly prohibits such businesses from locating might be deemed unconstitutional by the Courts . The Board asked Mr. McBride to develop two sample ordinances ; one that prohibits and one that would put very stringent regulations on toxic disposal businesses . He was asked to present these two ordinances to the Planning Board at a special meeting on March 24th. The Planning Board reviewed growth information pertaining to the County. As expected, strong population growth in the Trinity , New Market , and Cedar Grove Townships was indicated by PTCOG information charts . . The number of new dwellings in the County had increased from 24,000 to 35 , 000 in the last decade . A general discussion of zoning and the best method the Planning Board should take in preparing a feasibility study for the Board of Commissioners followed. Additional statistical information concerning growth and development patterns in the County will be provided by the PTCOG and County information. A discussion of what type of input such a feasibility study should have followed. Terry Coble advised the Board that the Randolph County Board of Realtors and the Homebuilders Association could be relied upon to provide statistical information that may be of assistance to the Planning Board. Jim Newton said that the Board should not rely sole on input from special interest groups but should also seek out citizen opinions and ideas before making a ' recommendation to the County Commissione It was agreed by the Planning Board that the structure and method of the feasibililty study would be developed at the Planning Boards next regular meeting on Wednesday, April 8 . 4: Being no further business , Andrew Lueker made the motion, seconded by Terry Coble that the meeting be adjourned.
