NORTH CAROLINA 27203 y oa' a 919-629-2131 177' RANDOLPH COUNTY PLANNING BOARD MINUTES April 8 , 1981 The Randolph County Planning Board met on Wednesday, April 8 , 1981 at 1 : 30 p .m. in the Public Conference Room, located in the Department of Public Health Building , McDowell Governmental Center , Asheboro , North Carolina. The following members were present : Don Hancock , Chairman Ray Farlow, Vice-Chairman Andrew Lueker Doyle Stout Jim Newton Joyce Davis Terry Coble Hal Johnson, Administrative Officer ._. 1. Doyle Stout made the motion, seconded by Ray Farlow to approve the minutes of the March Planning Board meeting. This motion passed. 2 . Ray Farlow made the motion , seconded by Joyce Davis to approve the following Subdivisions : A. Final Plat (Minor Subdivision Approval) Country Estates Sub- division, SR 1926 , New Market Township , 9 lots , Mrs . C . L. Dixon, owner , Freeman & Associates , Surveyors . B. Preliminary Plat : Laurelwood Hills South, 67 lots , Walter V. Roberts and Wade Yates owners , Cox Road, Grant Township . This motion passed. The motion was made to disapprove the Final Plat of Evergreen Acres , Section 2 , Trinity Township , SR 1547 , Walker Upholstery owner, High Point , North Carolina, Neal Craven, Surveyor , 44 lots . The lots were less than 40 ,000 square foot requirements of water shed and survey lines were drawn to center of lake in subdivision. This motion passed. 3. A Public Hearing was conducted to consider the following Special Use Zoning Request : Eugene Langston, High Point , North Carolina, requested that a Special Use Zoning Permit be issued for the construction of a Junked Vehicle Storage Yard on approximately 5 . 44 acres located on the east side of Mendenhall Road, below SR 1614, Trinity Township , Zoning Map 1-1, Tax Map D-1 55A. The property is currently zoned light industrial , but a Special Use Permit is required for a Junked Vehicle Storage Yard. PAGE 2 Mr. Langston told the Board that he wanted to use the property for wrecker storage and as a place to sell used auto parts . Opposition to the request came from adjacent land owner J . F . Grubb and his daughter Mrs . Helen Stone . Mrs . Stone said they have three fish lakes nearby that are fed by a creek that borders the property. She said the junk yard is going to hurt the lakes and kill the fish. Mrs . Stone also feared that drinking water sources from some rental homes that they owned would also be contaminated. It was discussed at the Public Hearing that a former owner of the property had dug a hole on it and that the dirt was sold as fill for a highway project . The neighbors had thought that the land owner was going to build a large lake. Later , the property was used to dump building materials . The scrap building materials were apparently used as fill materials in the hole . Some persons began dumping raw garbage in the hole . Langston told the Board that he had owned the property for 2 months and he planned to fence the property and cover up the garbage with dirt . Mrs . Stone said that oil and gas is not going to help her property. She said that she feared that oil and gas from the cars would seep into the lakes and nearby wells . Mrs . Stone said that garbage was already getting into the lakes . Don Hancock said that the Health Department should have been notified about the situation. Doyle Stout said that he felt the Health Department should have already looked into the situation if there was a health hazard, and that anything would be an improvement over the present condition and use of the land. Board member Newton advised the Board that he felt the northwest corner was becoming a dumping ground for the City of High Point and that he did not like the idea of debris from another County being brought into Randolph. He said that there were enough junk yards already in the Northwestern corner. Joyce Davis made the motion to approve the request for a Special Use Permit . Mrs . Davis said that a controlled junked vehicle storage yard would be an improvement over the currently uncontrolled open dump . Terry Coble seconded the motion for purposes of discussion. A vote was called on the Special Use Permit and Davis voted yes and Newton voted no. The other Board members abstained for further discussion . Jim Newton advised the Planning Board that he had talked with Archdale Planning Board Chairman Wes Umberger and that Umberger told him that the area was zoned by Archdale in the one mile extraterritorial area, and that the County did not have authority to be involved. Hal Johnson advised the Board that County Zoning Maps showed the area to be within the County' s jurisdiction, and that if Archdale had extended it ' s zoning area the county had not been notified. Hancock asked Johnson to determine whose area of jurisdiction the property was in by checking with Archdale officials . A general discussion followed by members of the Planning Board concerning various methods that should be used in notifying members of information important to a Planning or Zoning decision. PAGE 3 Action was deferred on the Special Use Permit until verification could be obtained on zoning jurisdiction . 4. Hal Johnson presented a proposed schedule to be followed by the Planning Board while conducting a Zoning Feasibility Study. The Study outline is as follows : 1 : PLANNING BOARD MEETING: SUBJECT : (date) May Economic Development and Countywide Growth Data. Where is the commercial and residential growth taking place and what particular problems are being experienced as a result of this growth . 2 : PLANNING BOARD MEETING : SUBJECT (date) June Particular problems or benefits experienced by Builders and Developers that are related to zoning and land use controls . 3: PLANNING BOARD MEETING : SUBJECT (date) August Citizen Input : What type of Zoning or is Zoning the answer? Alternatives to zoning, and particular problems experienced by County Zoning that is currently in effect . 4: PLANNING BOARD MEETING : SUBJECT (date) September Review of study data and Planning Board recommendation. Being no further business the meeting was adjourned.
