COUNTY PLANNING BOARD May 6 , 1981 There was a meeting of the Randolph County Planning Board on Wednesday, May 6 , 1981, at 1 : 30 p .m. in the Conference Room of the Department of Public Health Building, McDowell Governmental Center , . S . Fayetteville Street , Asheboro , North Carolina. The following members were present : Ray Farlow, Vice-Chairman ABSENT Doyle Stout Jim Newton Don Hancock Joyce Davis Andrew Lueker Terry Coble Hal Johnson, Administrative Officer 1. Terry Coble made the motion , seconded by Joyce Davis , to approve the Planning Board minutes for April , 1981. This motion was approved. 2 . David McBride , Staff Planner , Piedmont Triad Council of Governments presented to the Board Randolph County growth and industrial development information. McBride presented information that reflected moderate population growth and very low industrial growth compared to other area counties . McBride pointed out that most of the county 's growth is around the cities and towns and among the northern township with Guilford County. The growth and economic development information was presented as a part of the Board' s feasibility study being prepared on County-wide zoning. 3. Public Hearing - Randolph County Planning and Zoning Board of Adjustment Vice-Chairman Farlow called to order the Planning and Zoning Board of Adjustment in Public Hearing to consider the following Special Use Zoning request : A. Eugene Langston , High Point , North Carolina requests that a Special Use Permit be issued for the construction of a Junked Vehicle Storage Yard on approximately 5 . 44 acres located on the east side of Mendenhall Road, below SR #1614, Trinity Township , Tax Map D-1 , Parcel 55A, Zoning Map 1-1. The Public Hearing was attended by citizens of the area opposing the location of a Junked Vehicle Storage Yard. Don Gurley, High Point , North Carolina, presented to the Board a petition signed by persons residing in the immediate area and opposing the Special Use Zoning Request . The PAGE 2 petition stated that the people opposed the zoning request because the Junked Vehicle Storage Yard would damage the surrounding property value and make the neighborhood a less desirable place to live . Several other citizens in attendance spoke against the Zoning request . During the Public Hearing it was discussed that Mr. Langston was in the process of cleaning up the property under guidelines established by the State Division of Health Services . The State Division of Health Services had forwarded a letter to the County Health Director that advised that if Mr. Langston cleaned up the solid waste being disposed on the property according to State guidelines , then the state could not foresee any public health affects associated with the storage of junked automobiles on the property . After discussion the Board of Adjustment decided to postpone the Public Hearing on the Special Use Zoning Request until such time as Mr. Langston complies with the clean up guidelines established by the state . Once this has been accomplished a new Public Hearing will be advertised to consider the Special Use Zoning Request . Board Member Jim Newton asked Mr. Langston if he would object to the delaying of the Public Hearing and Mr. Langston advised that he would have no objection . Jim Newton made the motion , seconded by Doyle Stout , that the Board of Adjustment Public Hearing be delayed until such time as Mr. Langston had complied with state requirements , at which time the Board of Adjustment would again review the request . This motion passed and the Board adjourned. 4. Miscellaneous : It was pointed out that Phase II of the Planning Board' s Zoning Feasibility Study would involve getting ideas and opinions from County Contractors and Realtors . A joint meeting with representatives of the Home Builders Association and the local Realtors Association will be planned at a future meeting. 5 . Being no further business , Jim Newton made the motion, seconded by Doyle Stout to adjourn the meeting, and the Planning Board meeting adjourned.
