MINUTES
RANDOLPH COUNTY PLANNING BOARD
July 8 , 1981
There was a meeting of the Randolph. County Planning Board on
Wednesday, July 8 , 1981 , at 1 : 30 p .m. in the Conference Room of
' the Department of Public Health. Building, McDowell Governmental
Center, Asheboro, North Carolina. The following members were present :
Don Hancock, Chairman
Ray Farlow, Vice-Chairman
Andrew Lueker
Doyle Stout
Jim Newton
Joyce Davis
Terry Coble
1. Jim Newton made the motion, seconded by Andrew Lueker that the
June Planning Board minutes be approved. This motion passed.
2. SUBDIVISION REVIEW
A. Preliminary Plat : Jim Newton made the motion, seconded by
Terry Coble to approve the Preliminary Plat of HIGHRIDGE SUBDIVISION,
Asheboro Township, McMillon-Eubanks & Associates , Developers ,
Greensboro, North Carolina, H. J. Engineering Company , Asheboro,
North Carolina, Designer; 47 Lots . This motion passed.
B . Final Plat : HERITAGE MOUNTAIN ESTATES, Franklinville Township ,
Earl Sibett , Owner/Developer, Roger Cagle , Surveyor , 16 Lots .
Clint Misenheimer , Randleman, North Carolina, and Jack McCollum,
Randleman, North Carolina, attended the Planning Board meeting. They
were concerned about Septic Tank and well water regulations as may
be applied to the subdivision. Jack Workman , Assistant Supervising
Sanatarian, reviewed methods the Health Department uses to insure
suitability of septic tank and well water systems .
After discussion and review, Jim Newton made the motion, seconded
by Joyce Davis that the Final Plat be approved. This motion passed.
3. ZONING FEASIBILITY STUDY - PHASE II
The Planning Board completed the second phase of it ' s zoning
feasibility study by receiving input from Realtors and Home Builders .

Paul Trollinger , president of the Asheboro/Randolph Homebuilders
Association , told the Planning Board that the Board of Realtors and
local homebuilders had discussed the possibility of county-wide
zoning and put it to a vote . The homebuilders split down the
middle and the realtors were about the same although a little
more positive. Trollinger said that zoning in "explosive growth
areas" was a necessity and a protection for property owners .
Hal Johnson advised that the most difficult problem that the
board must deal with is the problem of multi-faceted development
patterns . Johnson briefly described a different type of zoning-
Conditional Use Zoning- that may be of benefit if applied to the
county-wide zoning. Conditional Use Zoning would allow the board
to determine what plans the developer has for the land before any
action is taken by the board.
4. The Planning Board voted to meet two times in August : On August 5
to consider several re-zoning requests , and on August 12 to gather
• input from citizens about zoning. The August 12 meeting will be the
third Phase of the Planning Board' s Zoning Feasibility Study. It
was pointed out that in September the Planning Board would review
the information and begin to formulate a recommendation to the
Board of County Commissioners perhaps as early as October.
5 . Being no further business , Andrew Lueker made the motion,
seconded by Ray Farlow, to adjourn and the meeting adjourned.
