08AugustPB - Special Meeting RANDOLPH COUNTY PLANNING BOARD MINUTES August 12 , 1981 There was a Special Meeting of the Randolph County Planning Board on -adnesday, August 12 , 1981, at 7 : 00 PM, in Courtroom A, County Courthouse , Asheboro , N. C. The purpose of the special meeting was to obtain citizen input concerning County zoning and planning, and the desirability for additional zoning within the County. The following Planning Board members were present : Don Hancock , Chairman Ray Farlow, Vice Chairman Andrew Lueker Doyle Stout Jim Newton Joyce Davis Terry Coble 1: Chairman Hancock welcomed the citizens in attendance at the public meeting and explained that the Board was interested in their views and comments concerning planning and zoning. (The following is a synopsis of the comments of the persons in attendance and their views and comments to the Board) 2 : Clyde Jones , Rt 1, Franklinville , N. C . , advised the Planning Board that he was against any type of zoning and felt that it was going against the U. S . Constitution to regulate land and property. Mr. Jones felt that zoning would deprive citizens of liberty and property use, and cited several articles in the U. S. Constitution that he felt did not support zoning laws of local governments . 3 : L.L. Smithey, Trinity Township , told the Board that zoning interfers with a persons right to sale property and he was against it on a countywide basis . Mr. Smithey said that if there had to be zoning it should be by Township and as needed and not the whole County. 4: Lynn Bullock, Level Cross area, asked who was concerned about the need for zoning in the northern county townships? Mr. Bullock said that many people had -loved out of Guilford County into Randolph County to get away from zoning. The Durt system should take care of land use problems between property owners . `.nr. Bullock said that local laws must be based on the Constitution and he was against zoning. 5 : Keith Atkins , Staley area, advised the Planning Board that he was against zoning in any form because he felt it was a violation of his rights as a US citizen. 6 : Thomas May, Climax area, told the Planning Board that he was concerned about what zoning might affect farming and use of land for agricultural uses . (Mr. May was told that zoning would not regulate farming and agricultural use) 7: Glen Conners , Rt 5 , High Point , N. C. , advised the Board that he had been for zoning in the Trinity Township to keep High Point from zoning the land. Mr. Conners said that he was for good County planning practices but was against restrictive zoning regulations . 8: W.E . Staley, Grant Township , told the Planning Board that he was opposed to zoning and the restrictions it places on land. He said that zoning denies a person the right to use their land as they see fit . 9 : Nancy Stout , Rt 8, Asheboro , told the Planning Board that she felt the County needed good zoning to protect property owners and the valuation of residential property. Ms . Stout mentioned several situations that commercial use unrestricted had hurt ajoining property owners . 10 : Dwight Holland, Grant Township , told the Planning Board that the County has an obligation to ourselves and to persons that come after usto properly plar for the future . Mr. Holland told. the Board that zoning should be directed toward being protective instead of overly restrictive in nature . It is important that peoples houses and property be protected from uncontroled development . 1: L.L. Smithey, Trinity Township , told the Planning Board that zoning never :emed to favor the "little person" , and that it seemed that the rich could 'lways. get whatever rezoning they wanted, and also real estate persons . Page 2 RANDOLPH COUNTY PLANNING BOARD MINUTES AUGUST 12 , 1981 X12 : G. S . Andrew, Rt 1 , Climax, expressed his opposition to zoning to the Planning Board. Mr . Andrew advised that he did not feel that government should tell people what to do with their land. If a person owns property and pays tax on the land then he should be able to do with the land as he sees fit . 13 : Tom Brantley, Rt 7, Asheboro , advised the Planning Board that he was against zoning because it added to the cost of developing land and created undue hardship on property owners who wished to develop their land. Mr .
