09SeptemberPB MINUTES RANDOLPH COUNTY PLANNING BOARD September 9, 1981 There was a meeting of the Randolph County Planning Board on Wednesday, September 9, 1981 at 1:30 p.m. in the Public Conference Room, Department of Public Health Building, McDowell Governmental Center, South Fayetteville Street, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman ABSENT Doyle Stout Terry Coble Joyce Davis Ray Farlow Jim Newton Andrew Lueker .1. Jim Newton asked that the Minutes from the Planning Board meeting of August 5, 1981, concerning his motion to recommend denial of the re-zoning request of Arnold H. Mann, be re-worded to reflect in more detail his reasons for the recommendation. Mr. Newton asked that the minutes reflect that the request for re-zoning be denied on the grounds that the Planning Board was presented with a Plat of the property showing it cut up into 50 foot wide lots and a subdivision with the name of "Beverly Hills Subdivision". The entry to the property was through a 30 foot wide road according to the plat. There are permanently structured homes and mobile homes on both sides of the street when approaching this property and it would be considered residential, and industrial usage could pose a hazard to the residents. Terry Coble made the motion that the minutes of the August 5 Planning Board meeting be approved with the addition of Mr. Newton's reasons for re-zoning denial be added to the Board Minutes. Doyle Stout seconded the motion and the motion passed. 2. Hal Johnson presented the Planning Board with an Ordinance that would amend some of the existing County Zoning regulations. (A copy of the proposed Ordinance is attached as a part of the Board Minutes) Johnson advised the Board that he felt that the changes would make the County Zoning Ordinance more applicable to existing County development patterns and would give the Planning Board and Board of Commissioners more control over what re-zoned property would be used for. After review and discussion the following motions were made: A. Jim Newton made the motion, seconded by Terry Coble, that the Zoning Ordinance be amended to contain provisions as presented for Conditional Use Zoning Districts. This motion passed. B. Jim Newton made the motion, seconded by Joyce Davis, that the minimum site area for a Mobile Home Park be reduced to two acres. This motion passed. C. Terry Coble made the motion, seconded by Joyce Davis, that the minimum site area for a Unified Business Development be reduced to one acre. This motion passed. D. Jim Newton made the motion, seconded by Terry Coble, that the minimum site area for a Unified Housing Development be reduced to two acres. This motion passed. E. Terry Coble made the motion, seconded by Jim Newton, that the minimum site area for a Travel Trailer Park be reduced to 5 acres. This motion passed. The Zoning Ordinance revisions recommendations will be forwarded to the Board of County Commissioners for Public Hearing and final action at the Commissioners Meeting on October 5, 1981. 3. Phase IV - Zoning Feasibility Study - Study Hal Johnson presented to the Planning Board a review of the various zoning feasibility study phases completed by the Board. It was discussed that because two of the seven Planning Board members were absent that a recommendation to the County Commissioners should not be made until all the Board members were present. Jim Newton advised the Board that he did not feel that he had enough information to make a final decision concerning zoning. Mr. Newton said that while he was not necessarily in favor of County-wide zoning he would like to look at those townships where land use problems were developing. Mr. Newton suggested that the Planning Board go and visit some of the northern townships so that a better understanding PAGE 2 RANDOLPH COUNTY PLANNING BOARD MINUTES SEPTEMBER 9, 1981 of potential problems could be seen. Hal Johnson told the Board that he would be available to take any member of the Planning Board to any area of the County `i to view land development patterns. 4. A special meeting of the Planning Board was set for Wednesday, September 23, 1981.
