MINUTES
September 23 , 1981
There was a .meeting of the Randolph County Planning Board on
Wednesday, September 23 , 1981 at 1 : 30 p .m. in the Public Conference
Room, Department of Public Health Building, McDowell Governmental
Center , Asheboro , North Carolina. The following members were
present :
Don Hancock, Chairman
Ray Farlow, Vice-Chairman
Andrew Lueker
Doyle Stout
Jim Newton
. Joyce Davis
Terry Coble
1. The purpose of the special meeting was to review the Planning Board' s
Zoning Feasibility Study and to prepare a recommendation for presentation
to the Board of County Commissioners . Hal Johnson reviewed with the
Board each of the first three phases of the study (a copy of which is
attached as a part of these minutes) . Jim Newton advised the Board
that when the representative of the local realtors and homebuilders
spoke to the Board he said that the realtors generally split down the
middle and the homebuilders voted 2-1 in favor of county-wide zoning.
Joyce Davis said the minutes of the Board of Realtors would reflect
that they voted in majority to favor county-wide zoning . A copy of
these minutes would be available for Planning Board records if necessary .
The Planning Board was presented with a petition by G. S . Andrew
and Thomas May containing 362 names of persons in the Providence and
Liberty Township areas that were opposed to county zoning. The petition
will be forwarded to the Board of Commissioners for their consideration.
The conclusion of the Feasibility Study contained four possible
recommendations the Planning Board might consider. These four choices
were not designed to limit the type of recommendation but were designed
to give a basic structure to the potential choices .
Jim Newton made the motion, seconded by Ray Farlow that each member
of the Planning Board be polled as to their individual opinion concerning
the potential zoning recommendations and that this be presented to the
Board of County Commissioners as reflected individually. This motion
was passed.
2 . Chairman Hancock polled the members of the Planning Board as to
their personal recommendation in the following order:
A: No additional land use planning and zoning is required in
Randolph County at the present time. - - - No members voted for.
B: - It should be recommended to the Board of Commissioners that
they consider extending zoning into the northern townships
of New Market , Level Cross , Randleman, Providence, and Liberty
(areas of high growth) as a means of providing protection and
good land use planning for the future. - - - No members voted for.
C : It should be recommended to the Board of Commissioners that they
consider extending zoning on a county-wide basis as a means of
providing protection and good land use planning for the future .
The following members voted for this recommendation: Don Hancock,
Andrew Lueker, Doyle Stout , Ray Farlow, Joyce Davis , and Terry Coble
D: It should be recommended to the Board of Commissioners that
consideration should be given to additional zoning in Randolph
County that would include a pattern involving the upper Townships
and those Townships surrounding the City of Asheboro .
Jim Newton said that he would vote for Recommendation A: That no
additional land use planning and zoning is required in Randolph
County at the present time .

3. Dwight Holland, North Carolina Zoo asked the Planning Board if
assurance could be provided that the original restrictions that were
established around the zoo zoning area would be used as the restrictions
required for a Conditional Use Zoning District request . At the previous
Board of County Commissioners meeting the Commissioners stated that they
might look more favorably on Conditional Use Zoning Districts around the
zoo and wanted to see these restrictions apply. Hal Johnson said that
these original restrictions could be applied on Conditional Use Zoning
District requests .
4. The Planning Board will meet on October 5 , 1981 , at 2 : 00 p .m. with
the Board of County Commissioners to present the Zoning Feasibility
Study.
5 . The Board established the date of October 28, 1981 at 1 : 30 p .m.
as the next regular meeting date of the Planning Board.
6 . Being no further business the meeting was adjourned.
