NORTH CAROLINA 27203 919-829-2131 177%„,, RANDOLPH COUNTY PLANNING BOARD MINUTES October 28 , 1981 On Wednesday, October 28 , 1981 at 1 : 30 p .m. , the Randolph County Planning Board met in the Conference Room of the Department of Public Health Building, McDowell Governmental Center, Asheboro , North Carolina. The following members were present : Don Hancock, Chairman Ray Farlow, Vice-Chairman Andrew Lueker Doyle Stout Jim Newton Joyce Davis Terry Coble 1. Andrew Lueker made the motion, seconded by Terry Coble , to approve the Planning Board Minutes of September 9 and September 23, 1981 . This motion passed. 2 . Terry Coble made the motion, seconded by Jim Newton, to approve the Final Plat of EVERGREEN ACRES SUBDIVISION , Section 2, 21 lots , Trinity Township , SR #1547 , Owner : Walker Upholstery. This motion passed. 3 . Ray Farlow made the motion, seconded by Terry Coble to approve the Preliminary Plat of William H. Beard Subdivision, 39 lots , New Market Township , SR #1922 . This motion passed. 4. Chairman Don Hancock convened the Planning & Zoning Board of Adjustment to consider the request of Russell Rule, Route 4, Kynwood Village, Trinity, North Carolina, that he be allowed to construct a garage addition to his existing home that would be 4 feet from the side property line instead of the required 10 feet . Mr. Rule was present and discussed his request with the Board. After review and discussion Terry Coble made the motion , seconded by Joyce Davis , to approve the request for Variance . This motion passed. The Board of Adjustment adjourned and the Planning Board was in session. 5 . Sam O 'Shields , Trinity, North Carolina, was present and represented property owners Verlan and Paticia Hatfield, Trinity, North Carolina, who requested that approximately 1 . 84 acres located on Yount Road on the corner of SR #1752 and SR #1751 be re-zoned from Residential- Suburban to Light Industrial . October 28 , 1981 Planning Board Minutes PAGE 2 Several property owners who opposed the re-zoning request were in attendance at the meeting. A petition containing 18 names of property owners that opposed the re-zoning was presented to the Planning Board by Mr . Grady Fowler, Trinity, North Carolina. Other property owners addressing the Board were Richard Cross , and Rev. Harry Burge . They felt the character of the area was residential and should be maintained as such. After review and discussion Terry Coble made the motion, seconded by Jim Newton that it be recommended to the Couuiissioners that the re-zoning request be denied on the grounds that the area was residential in nature and area property owners were opposed. This motion passed. 6 . Hal Johnson advised the Board that at the County Commissioners Meeting on October 5 , 1981 the Commissioners had asked that their minutes reflect that they desired to apply the standards established in the original Zoo Zoning Ordinance as guidelines to any Conditional Use Zoning Districts around the zoo under the new Zoning Ordinance adopted January, 1979 . It was felt that it would be appropriate for the Planning Board Minutes to reflect the same intent . Jim Newton made the motion , seconded by Joyce Davis , that the Planning Board use the original Zoo Zoning Ordinance standards in considering any Conditional Use Zoning Request around the North Carolina Zoo .
