There was a meeting of the Randolph County Planning Board on Wednesday,
April 7, 1982 at 1:30 p.m. in the Conference Room of the Public Health Building,
McDowell Governmental Center, Asheboro, North Carolina. The following members
were present:

1. Terry Coble made the motion, seconded by Andrew Lueker to approve the Minutes
of the March 3, 1982 meeting. This motion was approved.
2. Wayne McDonald, High Point, North Carolina, was present to request a Conditional
Use Highway Commercial Permit to locate an Automotive Storage Yard and Automotive
Repair Center on approximately 13.80 acres located on Prospect Street Extension;
State Road #1619; Zoning Map 1-1; Tax Map A-3-1; Trinity Township.
Mr. McDonald had appeared before the Planning Board on March 3, and action on
his request was postponed until the April 7 meeting at the request of an attorney
who represented an adjacent property owner. Mr. McDonald had recently purchased
the property and the objections had been withdrawn. No adjacent property owners
appeared before the Board.
Mr. McDonald advised the Planning Board that he was in agreement with all the
special conditions attached to his Re-zoning and Conditional Use Request, and that
he would implement these conditions if the Conditional Use Permit was approved.
Jim Newton questioned the need for a 5'fence and whether the minimum require-
ment of a three foot hedge or comparable natural planting was not sufficient to
adequately screen the property. Mr. Newton also questioned Special Condition
Number 5 which reads: It is the intent of this Conditional Use Permit that vehicles
will be stored on this property on a temporary basis only. It is further the intent
of this permit to exclude from being stored permanently "junked" or "scrap" vehicles .
It was felt that the word "temporary" was too vague. A discussion followed concerning
special conditions that could be attached to a request and whether or not such
conditions would be enforceable. A discussion concerning the definition of the
word "junked" also took place.
Mr. McDonald advised the Board that he was not operating a junk yard and he
felt the 3 foot minimum requirement for the initial planting was fair. He said
that growth takes place better and faster when plantings are made at this height .
After review and general discussion, Jim Newton made the motion, seconded by
Charles Adams, that the request for a Highway Commercial Conditional Use Permit be
denied. Jim Newton and Charles Adams voted for this motion, Doyle Stout, Terry
Coble, and Andrew Lueker voted against the motion.
Terry Coble made the motion, seconded by Doyle Stout that it be recommended
to the Commissioners that they approve the request for Highway Commercial Conditional
Use Permit, with the 8 Special Conditions as listed on the request. Terry Coble,
Doyle Stout, and Andrew Lueker voted for the motion. Jim Newton and Charles Adams
voted against the motion. The motion passed 3-2.
The Planning Board's recommendation will be forwarded to the Board of Commissioners
for review and final determination at their next meeting.
3. Being no further business, the Planning Board adjourned.
