07JulyPB MINUTES RANDOLPH COUNTY PLANNING BOARD MEETING July 14, 1982 On Wednesday, July 14, 1982 at 1:30 p.m. in the Public Meeting Room of the Department of Public Health Building, Ira McDowell Governmental Center; 2222 South Fayetteville Street, Asheboro, North Carolina, there was a meeting of the County Planning Board. The following members were present: Ray Farlow (Acting Chairman) Andrew Lueker ABSENT Joyce Davis Terry Coble Don Hancock Jim Newton Doyle Stout Charles Adams, (Alternate) - (1) Andrew Lueker made the motion, seconded by Terry Coble to nominate Ray Farlow as acting Chairman in the absence of the Chairman and Vice-Chairman. This motion was approved. (2) Terry Coble made the motion, seconded by Andrew Lueker to approve the minutes of the March 3 Planning Board Meeting. This motion was approved. (3) RE-ZONING REQUESTS A. Nancy L. Finch (Heirs) ; Britt Realty, Agents, Lloyd Taylor, Administrator, requested that approximately 15.70 acres located on the corner of State Road 1547 and 1651 (Finch Farm Road , off of Highway 62) , Trinity Township; Zoning Map 1-2; be re-zoned from Residential-Suburban to Conditional Use Light Industrial to allow the establishment of a Trucking Terminal. Paul Brigman, Britt Realty Co. , High Point, N. C. , was present and representing the Finch Estate. Mr. Brigman told the Planning Board that the property was in a transitional zone and that it would develop as commercial in the future. The prospective buyer, Merrell Trucking Co. , was asking for a Conditional Use Permit with buffer zones, to protect the adjacent property owners. • Wade Hughes, Hughes Real Estate, Thomasville, N. C. , advised the Board that his client planned to construct a 600 x 40 truck terminal with office space and that approximately 100 trucks would be based on the property. High Octane fuel would be stored on the property for truck fuel. Mr. Hughes asked that the request be approved. A large delegation of adjoining property owners attended the meeting to oppose the re-zoning. Paul Weaver, Trinity, N. C. , presented the Board with a petition signed by 194 property owners in the area. All were opposed to the re-zoning. The following persons attending the meeting spoke against any re-zoning for a Trucking Terminal in the area: Paul Weaver, Susan Harrison, Shelton Price, Ervin Shields, Harold Hobbs, Danny Bullard, Ray Underwood, Raymond Jones, and Donnie Thompson. Each expressed their opinion that the area was residential in nature and development and that the establish- ment of a large trucking terminal in the neighborhood would destroy property values and pose a danger to their families. Dennis Moore, Trust Department of Wachovia Bank, Winston-Salem, N. C. , advised the Planning Board that his Bank owned 1/3 interest in a 630 acre farm located below the property. He felt that the area was residential in nature and should not be re-zoned for light industrial. After discussion by the Board, Jim Newton made the motion, seconded by Andrew Lueker to recommend to the County Commissioners that the re-zoning request be denied on the grounds that the area was residential in nature. This motion was unanimously approved. RE-ZONING REQUEST B. Billy F. Hedrick, High Point, N. C. , requested that approximately one acre located on Hopewell Church Road; State Road 1558; one mile south of Highway 62; Zoning Map 1-2; be re-zoned from Residential to Conditional Use Highway Commercial to allow the operation of an Automotive Repair Shop. RANDOLPH COUNTY PLANNING BOARD MINUTES JULY 14, 1982 PAGE 2 Hal Johnson advised the Board that Mr. Hedrick had converted a storage building into a Car Repair Shop and because of it's location in a Residential-Suburban zone was in violation of the Zoning Ordinance. Billy Hedrick advised the Board that he had originally built the building to store tools and other equipment because he was a building contractor. When the interest rates continued to stay high his building business was hurt so he began using the building for car repair. Roger Hedrick said he and his brother had been ignorant of zoning laws and had owned the property since 1951. Mr. Hedrick said that he would do what is necessary to make the building compatible in the area. Mrs. Frances Lambeth, Route 3, Trinity, N. C. , attended the meeting and spoke against the re-zoning request. Mrs. Lambeth said that Mr. Hedrick . had intended to use the building as a Car Repair Shop from the beginning. She presented the Board with pictures and read from a prepared statement asking that the residential character of the neighborhood be protected. Ronald Halster, Route 3, Trinity, N. C. , spoke against the re-zoning request. Mr. Halster said he felt the area was residential in nature and should be protected by the Residential Zoning of the property. Jo Ann Foster, Route 3, Trinity, N. C. , attended and spoke against the Re-zoning Request. She also asked that the Residential character of the neighborhood be protected. After review and discussion Jim Newton made the motion, seconded by Charles Adams that the request for re-zoning be denied because of the residential character of the area. Jim Newton, Charles Adams, and Andrew Lueker voted for the motion. Terry Coble and Joyce Davis voted against the motion. The motion passed. (4) Being no further business, Joyce Davis made the motion, seconded by Terry Coble to adjourn.
