08AugustPB RANDOLPH COUNTY PLANNING BOARD MINUTES August 25, 1982 The Randolph County Planning and Zoning Board of Adjustment met on Wednesday, August 25, 1982 at 1:30 p.m. in the Conference Room of the Department of Public Health Building, McDowell Governmental Center, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman Charles Adams (Alternate) Doyle Stout, Vice-Chairman Dwight Holland (Ex-Officio) Ray Farlow Andrew Lueker Jim Newton "Terry Coble Joyce Davis 1. Andy Lueker made the motion, seconded by Jim Newton to approve the Minutes of the July Meeting. This motion was approved. RE-ZONING AND SPECIAL USE PERMIT REQUESTS: A. Cross Road Baptist Church, Asheboro, North Carolina, Don McIntyre, Pastor, requested a Special Use Permit to construct a Rest Home and Retirement Center on approximately 16 acres located on State Road 2803; at the intersection of Cox Road and Flag Springs Road; Grant Township; Zoo Zoning Area E-2 (R.S.) . Don McIntyre, Pastor, and Bob Hedrick, Architect, were present and presented plans which provided for visual buffer zones and met all requirements of the zoning regulations. After review and discussion, Jim Newton made the motion, seconded by Terry Coble to approve the plans as submitted, and issue the Special Use Permit. The motion passed 7-0. B. Lacy C. Dunn, Asheboro, North Carolina, requested a Conditional Use Highway Commercial Re-Zoning Permit for approximately 2 acres located on Business Highway 220; Cedar Grove Township; Route 7, Asheboro, N. C. , for the establishment of a light panel manufacturing building. Zoo Zoning Area E-2 (R.S) After review and discussion Joyce Davis made the motion, seconded by Terry Coble to recommend approval of the request. This motion passed 6-0. C. J. Darrell Ward, High Point, North Carolina, Gene Hill. Realtor, requests a Conditional Use Light Industrial Re-Zoning Permit concerning approximately 10 acres of land located on State Road 1556; Trinity Township; Zoning Map 1-2, for the purpose of establishing a mattress manufacturing building. Current zoning Residential-Suburban. After review and discussion, Jim Newton made the motion to recommend approval with a 15 foot buffer zone of trees and shrubs bordering the property. Terry Coble seconded the motion. Jim Newton, Terry Coble, Doyle Stout and Joyce Davis voted for the motion. Ray Farlow and Andrew Lueker voted against the motion. The motion passed 4-2. D. Eugene Langston, High Point, North Carolina, requested a Special Use Permit for the location of a Junked Vehicle Storage Yard on approximately 5.44 acres located on the east side of Mendenhall Road; below State Road 1614; Trinity Township; Zoning Map 1-1. Current Zoning Light Industrial. Mr. Langston was not present at the meeting. Don Gurley, 408 Wedgewood Street, Archdale, North Carolina, presented a Petition to the Board signed by 51 area residents opposed to the Special Use Junk Yard. J. F. Grubb, adjacent property owner, was present and spoke against the junk yard as not being proper adjacent to a residential area. PLANNING BOARD MINUTES AUGUST 25, 1982 PAGE 2 After review and discussion, Jim Newton made the motion, seconded by Ray Farlow, to deny this request for a Special Use Permit because of the residential character of some adjoining property. Jim Newton, Don Hancock, and Andrew Lueker voted for the motion. Doyle Stout, Terry Coble, and Joyce Davis voted against the motion. The Special Use Permit was denied because a vote of 6 of 7 members is required for the issuance of a Special Use Permit. Ray Farlow abstained. 2. Chairman Hancock recognized County Commissioners Richard Pugh and Kenyon Davidson who attended the meeting as observers. 3. Being no further business, Andrew Lueker made the motion, seconded by " Ray Farlow to adjourn. The motion passed and the meeting adjourned at 2:35.
