RANDOLPH COUNTY PLANNING BOARD
MINUTES
February 9, 1983
There was a meeting of the Randolph County Planning Board on Wednesday,
February 9, 1983 at 1:30 p.m. in the Public Conference Room located in the
Department of Public Health Building, McDowell Governmental Center, Asheboro,
North Carolina. The following members were present:
Don Hancock
Doyle Stout
Andrew Lueker
Ray Farlow
Joyce Davis
Terry Coble
Tal Harrison
Charles Adams (Alternate)
1. Andrew Lueker made the motion, seconded by Joyce Davis to approve the minutes
of the September 22, 1982 meeting. This motion was approved.
2. New Board member Tal Harrison, Trinity, North Carolina, was introduced to the
Board. Mr. Harrison was recently appointed by the County Commissioners for a
three year term.
3. John Skeen, Randolph County Clerk of Court, administered the Oath of Office to
all members of the Board as required by Article VI , Section 7, Constitution of
North Carolina.
4. Terry Coble made the motion, seconded by Ray Farlow, that Don Hancock he
re-elected as Chairman of the Planning Board and Doyle Stout as Vice-Chairman
for 1983. This motion passed unanimously by the Board.
5. Richard Ducker of the North Carolina Institute of Government, Chapel Hill,
North Carolina, addressed the Planning Board concerning the role of a Planning
Board in government and some of the specialproblems that can be experienced
in County planning and zoning. Mr. Ducker concluded his remarks by saying
that the role of a Planning Board is that of advisor to the elected officials
and in most instances the greatest power of a Planning Board is the power of
persuasion and advice.

6. Being no further business the Board was adjourned at 2:40 p.m.
