10OctoberPB MINUTES RANDOLPH COUNTY PLANNING BOARD October 26, 1983 There was a meeting of the County Planning Board on Wednesday, October 26, 1983 at 1:30 p.m. in Courtroom B, Randolph County Courthouse, Asheboro, North Carolina. The following members were present: - Don Hancock, Chairman ABSENT Doyle Stout, Vice-Chairman Ray Farlow Joyce Davis Terry Coble • Tal Harrison Henry Darr 1. Terry Coble made the motion, seconded by Tal Harrison to approve the minutes of the August 31, 1983 meeting. This motion was approved. 2. PRELIMINARY SUBDIVISION PLAT Terry Coble made the motion, seconded by Doyle Stout, to approve the Preliminary Subdivision Plat for Deep River Estates Subdivision; Highway 64; Franklinville Township; Sections I, II, and III; 70.88 acres ; 85 lots; Sherrill Shaw, Randleman Development Company, Developers. This motion was approved unanimously. 3. SPECIAL USE PERMIT Doyle Stout made the motion, seconded by Tal Harrison to approve a Special Use Permit for Section II; The Cross Road Rest & Retirement Center; State Road #2830; Grant Township; Zoo Zoning District- Residential E-2; that would allow 14 additional Assisted Living Units to be added to the original Rest Home Facility plan. The addition would also include plans for an Administrative Building at a later date. Appropriate buffer zones using professional plantings and foliage adjoining the property will be provided with a 75' setback from the road frontage. The motion was approved unanimously by the Board and the Special Use Permit issued. 4. RE-ZONING REQUEST The following re-zoning request was considered by the Board: High Point Elastics Corporation, Corp. 79; High Point, N. C. ; located on Deaton Road; Trinity Township; Zoning Map 2-2; requested that approximately 2.05 acres located in the County Zoning District Residential-Agricultural be re-zoned from RA to Light Industrial- Conditional Use. This would allow the construction of a 50 x 96 addition to the existing building that was built prior to County Zoning Restrictions in 1979. The current existing manufacturing facility is classified as a "Non-conforming Use" under County Zoning Regulations and re-zoning would be required prior to any expansion of the existing facility. High Point Elastics Corp. was seeking to expand its facility to add approximately 4800 sq. ft. of storage space. Gene Lewis, President, High Point Elastics, advised the Planning Board that his company employs about 40 people and operates three shifts. The proposed expansion would possibly allow him to add a few more employees, but this would not exceed 50 personnel due to Septic Tank requirements. Mr. Lewis said that tractor trailer trucks go in and out of the plant each week. Henry Hedgecock, Route 2, Trinity, N. C. , and who resides across from the plant appeared before the Board and asked that the re-zoning request be denied on the grounds that the area was Residential and that Deaton Road was not properly main- tained to travel Transfer Trucks, School Buses and Automobiles. Mr. Hedgecock presented the Board with a petition signed by persons who opposed Commercial re-zoning in the area. The Planning Board questioned Mr. Hedgecock concerning some of the names on the petition as to whether the persons signing the petition were residents of the immediate area. Mr. Hedgecock said the petition was signed by persons in the general area and asked the Board to consider the Residential character of the area along with the poor access and road conditions. MINUTES PLANNING BOARD MEETING OCTOBER 26, 1983 PAGE 2 After review and discussion Henry Darr made the motion that the request for re-zoning be denied based on the poor condition of the road providing access to the industrial property. Tal Harrison seconded the motion. A general discussion between Board members followed and it was agreed that the poor condition of Deaton Road (SR #1568) which provides access to the property was a major reason why the re-zoning request should be denied. The motion passed unanimously by the Board. (Recommendations from the Planning Board will be forwarded to the County Board of Commissioners who will hold a Public Hearing on the request at 2:30 p.m. on Monday, November 7, 1983.) 5. The Planning Board will not meet in November, 1983 due to no agenda items and the next regular meeting will be Wednesday, December 7, 1983.
