03MarchPB MINUTES RANDOLPH COUNTY PLANNING BOARD March 28, 1984 There was a meeting of the Randolph County Planning Board on Wednesday, March 28, 1984 at 1:30 p.m. in Courtroom B, County Courthouse, 145 Worth Street, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman ABSENT Doyle Stout, Vice-Chairman Ray Farlow Tal Harrison Charles Adams Terry Coble • 1. Doyle Stout made the motion, seconded by Terry Coble, to annrove the minutes of the February, 1984 meeting. This motion was annroved. 2. The following requests for property re-zoning were considered by the Board: A. Colony Investments, P. O. Box 2736, Asheboro, North Carolina, requested that approximately 1 acre located on Crestview Drive, approximately 800 feet east of the intersection of Crestview Drive and U. S. 2.20 Business; Tax Map E-9; Zoning District RS-E2; Cedar Grove Township; be re-zoned to Conditional Use Light Industrial Zoning District. The applicant desires to construct a single story metal garage that would be used for the repair and restoration of antique and other motor vehicles. • Jerry Trotter, owner of Colony Investments, and his Attorney, Rodney Mason, advised the Board that the business would be used only for the restoration of antique or classic cars; and that no cars or parts would be stored outside the building. Only light machines would be used in the vehicle restoration and the owners felt there would not be a noise problem in the neighborhood. �--� Several residents of the immediate area were present at the meeting to sneak in opposition to the request. A petition signed by several residents of the area was presented that expressed opposition to re-zoning. (A copy of the petition is attached to the original Board minutes) After review and discussion, Doyle Stout made the motion, seconded by Terry Coble, that the Board recommend annroval to the Board of County Commissioners with the following conditions: 1. That the facility be used only for antique and classic car refinishing; and that a minimum of vehicles and no parts be stored outside the building. 2- When or if the road access is corrected to the adjoining Industrial property that all exits by traffic be directed by posted signs to the business highway 220 exit. 3. Driveway should he paved to avoid dust problems in the area. 4. No lighted sign with moving Parts shall be permitted on the property. 5. A natural buffer zone using existing trees and foliage shall be used not less than 10 feet in width connected to adjoining property that is zoned Residential E-2. This motion was approved unanimously by the Planning Board. B. Realty Assistance Inc. , 115 S. Fayetteville Street, Asheboro, North Carolina, Ira McDowell, Agent, requested that approximately 40 acres owned by the A. I. Ferree Estate (Ferree Educational Welfare Fund) and located in Cedar Grove Township off of Business Highway 220 and the intersections of State Road 2841 and Edgewood Drive, be re-zoned from Residential-Suburban E-2: to Conditional Use-Light Industrial; to allow the location of a furniture frame shop and lumber storage area on the 40 acre tract. No persons attended in opposition to the request. I.ra McDowell, representing the owners, stated that the only entrance to the property would be on Highway 220 Business next to Teague's Exxon Service Station. It was estimated that approximately 100 persons would eventually be employed by Stuart Furniture in this area. Terry Coble, after review and discussion, made the motion, seconded by Charles Adams, to recommend approval of the re-zoning request with the following conditions: 1. A 50 ft. buffer zone using existing trees and foliage be used on the sides of the property adjoining Residentially zoned areas and that at least 600 ft. of front line set back be used on the property facing Business Highway 220. This motion was approved by the Board. 3. Because of no agenda items scheduled, the April Meeting of the Planning Board was cancelled. 4.
