10OctoberPB MINUTES RANDOLPH COUNTY PLANNING BOARD October 31, 1984 There was a meeting of the County Planning Board on Wednesday, October 31, 1984 at 1:30 p.m. in Courtroom B, County Courthouse, 145 Worth Street, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman ABSENT Doyle Stout, Vice-Chairman — Ray Farlow Tal Harrison Terry Coble Charles Adams O. H. Osborne 1. Doyle Stout made the motion, seconded by Bud Osborne to approve the minutes of the September 26 and October 1, 1984 meetings. This motion passed unanimously. 2. The following requests for re-zoning were considered: A. Howard Realty, High Point, North Carolina, requested approximately 20 acres of land located on Uwharrie Road (SR #1612) ; Zoning Map 1-1; Tax Map D-002-005; Trinity Township, be re-zoned from RS to Light Industrial. • After review and discussion, Charles Adams made the motion, seconded by Doyle Stout, to recommend to the County Commissioners that the 20 acres be re-zoned to Light Industrial and that a Special Use Permit be issued for the operation of an Automotive Salvage & Repair business with the following special conditions: 1: Re-zone the entire 20 acre tract from Residential-Suburban to Light Industrial. 2. Using the Tax Air Photograph taken in 1982 allow the following for Automotive Salvage & Storage: A: No Cars can be stored within 400 ft. of Uwharrie Road. B: Beginning at the 400 ft . setback from Uwharrie Road, that portion of the property to a depth of 400 feet and a width of 400 feet can be used for Automotive Salvage and Storage. C. Any automobiles that are currently being stored outside of this area must be removed to within the 400 foot area mentioned above. It is the intent of this Conditional Use Permit to not allow stored automobiles to be placed on top of each other or "stacked" D: An 8' Chain Link Fence with green vinyl plastic slats placed within the chain link in a manner as to restrict view of adjoining property shall be installed next property being used for residential purposes. The fence shall be placed along the borders of the property being used for junk vehicle storage. E: No automotive storage shall be placed within 50 feet of an adjoining property line without the screening fence being installed. F: Existing trees and foliage connected to adjoining property shall be left in place to provide additional natural screening and buffer areas. This motion was passed by the Board. B. Reid A. Shaw, Asheboro, North Carolina, requested that approximately 116 acres located on the south side of Dixie Drive, Asheboro, Township; (across from Randolph Mall) Tax Map 85; Lot 7D; 01-08650; be re-zoned from E-2 to Commercial- Environmental Zoning District . Mr. Shaw and his Attorney, Westcott Moser were present and explained that the majority of the property was located in the Asheboro Zoning Area and classified Business. They asked for the 11 acres in the county to be re-zoned Commercial to make the property consistent. After review and discussion, Doyle Stout made the motion, seconded by Terry Coble, to recommend approval of the request. This motion was passed unanimously by the Board. • C. Bill Beard, Archdale Construction Company, requested that the Board approve the Plat of Penman Heights Subdivision, New Market Township, Randolph County. MINUTES RANDOLPH COUNTY PLANNING BOARD OCTOBER 31, 1984 PAGE 2 Mr. Beard explained that the Subdivision had a state approved water and sewer system and that all lots exceeded the required minimum size. A `� cash bond had been posted with Haworth, Riggs & Miller, Attorneys, High Point, North Carolina, and would be used to pave the roads to meet the state's standards as a public road. The roads were currently being constructed according to state public road standards and paving would begin at completion. As a result of the posted bond for street construction and paving, Doyle Stout made the motion, seconded by Bud Osborne to approve the subdivision. This motion passed. D. Being no further business, the meeting adjourned.
