08AugustPB -c 1 Y: 4,0 MINUTES _ �f6' RANDOLPH COUNTY PLANNING BOARD to ' , ` oweA : August 7, 1985 S. 7779 ' • There was a meeting of the Randolph County Planning Board on Wednesday, August 7, 1985 at 1: 30 p.m. in Courtroom B, County Courthouse, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman Other Guests Present Doyle Stout, Vice-Chairman Tal Harrison Lindsay Cox, PTCOG Frank Willis, County Manager Bud Osborne Jim Martin, Environmental Health Charles Adams Ray Farlow Larry Trotter, Building Inspections Terry Coble Arlie Culp, Soil Conservation Service Hal Johnson, Director, Planning & Development 1. Tal Harrison made the motion, seconded by Terry Coble to approve the minutes of the June 5 meeting. This motion passed. 2. The following request for property rezoning was considered: A. Kenneth Murphy, Trinity, North Carolina, requested that approximately 2 acres of land located at the intersection of Meadowbrook and Kennedy Road (SR #1564 and SR #1547) , Zoning Map 2-2; Trinity Township; be rezoned from (R-S) Residential Suburban to (HC-CU) Highway Commercial-Conditional Use. Mr. Murphy desired to construct and operate a Grocery/Convenience Store on the property. Mr. Murphy addressed the Planning Board and stated that he felt the Convenience Store with gas pumps would be of benefit to the entire community because of it's central location to citizens working in High Point and also other areas of the county. Mr. Murphy displayed a planned design of the building to the Board. No persons attended the meeting in opposition to the request. After discussion Bud Osborne made the motion, seconded by Tal Harrison to approve the request. Recommendation from the Planning Board will be forwarded to the Board of Commissioners for Public Hearing at 4:00 p.m. Monday, September 9, 1985. 3. Hal Johnson, Director of Planning, reviewed with the Board general information pertaining to the scheduled updating of the County's Land Development Plan. Lindsay Cox, Executive Director of the Piedmont Triad Council of Government addressed the Board concerning areas of interest during the study. It was agreed by the Planning Board that while the area of study should include all the northern townships bordering Guilford County, the prime area of concentration should be the Trinity and New Market Townships. These were the "high growth" areas of Randolph County and should receive immediate attention. The estimated time of completion for the updated Land Development Plan is between 6 to 8 months. It is anticipated that the Planning Board will receive monthly updates on the study's progress as of that time. Approximately half way through the updated Land Use Study it was desired by the Planning Board to have a joint meeting with the Board of County Commissioners to review the Land Use Study update to that point. It was anticipated that this joint meeting could occur in November or December, 1985. Hal Johnson advised the Board that he would arrange the scheduling for this meeting approximately half way through the total study. 4. The Planning Board established Wednesday, September 11, 1985 as the next Board Meeting. Among topics of Planning & Development priorities for 1985-1986 will be the following items for general discussion: 1. Updating of Randolph County Subdivision Ordinance. �.� 2. Establishment of Mobile Home Park Ordinance covering those areas not currently zoned. 3. A program to establish names and sign posts for roads in Randolph County.
