Randolph County Planning Board :em sea' September 11, 1985 - . - 777s -re was a meeting of the Randolph County Planning Board on Wednesday, September 11, 1985 at 1:30 p.m. In Courtroom B, County Courthouse, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman ABSENT Doyle Stout, Vice-Chairman Charles Adams Tal Harrison Bud Osborne Ray Farlow Terry Coble 1. Tal Harrison made the motion, seconded by Doyle Stout, to approve the minutes of the August 7 Planning Board meeting. This motion passed. 2. The following request for a Special Use Permit was considered: A. Everett & Robert Cooper, Asheboro, North Carolina, requested a Special Use Permit to develop a Mobile Home Park on approximately 30 acres located on Cox Road; SR #2834; Grant Township; Zoning District Environmental 1. Everett Cooper addressed the Board and said that the land had been in their family for 50 years and he felt the property was in an excellent location for a Mobile Home Park because of the availability of water & sewer lines. The property was also heavily wooded that would lend itself well to screening and buffer zones. Hal Johnson, County Planning Director, advised the Board that all land in the vacinity of the N. C. Zoo had special zoning restrictions placed on it as a criteria for the State locating the Zoo in Randolph County in 1973. An approximate one mile buffer zone directly adjacent to Zoo property was zoned Environmental 1 at that time. The First Environmental District is described in the Ordinance as a low-density district for the retention of natural features and a rural setting immediately surrounding the zoo site. The low density primarily refers to permitted lot size on individual residential buildings and allows special use unified housing and light retail commercial use. Adjacent to the E-1 District is the E-2 Environmental District. This District allows a higher density of residential development and specifically allows Mobile Home Parks. The Zoning Ordinance mentions nothing about Mobile Home Parks being allowed in the E-1 District. However, the ordinance grants the Planning Board the authority to authorize Special Use Permits. The ordinance sets as a minimum lot size for a Mobile Home Park space as 5,000 square feet. It was noted that without water & sewer line hook-up this minimum size would not be possible. The Planning Board expressed concern about granting a Special Use Permit for a Mobile Home Park in the E-1 District . However, very few persons are currently with the county that was aware of the intent of the E-1 District as it relates to Mobile Home Parks when it was established in 1972 and 1973. Hal Johnson was asked by the Board to contact the County Attorney for . clarification of the ordinance. Doyle Stout made the motion, seconded by Ray Farlow to delay action on the Special Use Permit until clarification was obtained. This motion passed. 3. Tal Harrison made the motion, seconded by Terry Coble, to approve the Final Plat of LAURELWOOD ESTATES SUBDIVISION; Section 3, Asheboro Township. This motion passed. 4. Ray Farlow made the motion, seconded by Bud Osborne, to approve the Preliminary Plat of LAURELWOOD ESTATES SUBDIVISION that will include plans for possible sections 4, 5, & 6. (as indicated in the survey plat presented by Attorney Rick Cox, for the Developers, Laurelwood Club Estates, Inc.) This motion passed. 5. Being no further business the Board adjourned.
