RANDOLPH COUNTY PLANNING BOARD
November 12, 1985
There was a meeting of the County Planning Board on Tuesday, November 12, 1985
at 1:30 p.m. in Courtroom B, County Courthouse, Asheboro, North Carolina. The
following members were present:
Don Hancock, Chairman ABSENT
Doyle Stout, Vice-Chairman
Ray Farlow Charles Adams
Bud Osborne
Tal Harrison
Terry Coble
1. Doyle Stout made the motion, seconded by Tal Harrison to approve the minutes of
- the October 23 meeting. This motion passed.
2. STATE GRANTS TO LOCAL GOVERNMENTS - PROJECT
Water & Sewer Funding
N. C. Senate Bill 2; Chapter 480
Meeting in regular session November 4, 1985, the Randolph County Board of
Commissioners asked that the County Planning Board review the needs of cities in
the county as it relates to Water & Sewer Grant Funding. The task assigned to the
Planning Board was to make recommendations to the Commissioners concerning how state
funding available to the county could be best redirected to city projects throughout
the county.
A detailed project review was presented to the Board and is attached as a part
of these minutes. (Attachment)
The purpose of this Planning Board meeting was to discuss the project and establish
criteria which the Planning Board would use in making final recommendations to the Board
of Commissioners. The Board also desired to establish a meeting timetable for completion
of the project.
3. After review and discussion, Ray Farlow made the following motion, seconded by
Terry Coble:
In considering requests for funds the Planning Board use the following criteria
as areas of concern:
A. Are there specific public health needs in an area requiring immediate action?
B. The number of persons and population served by the particular water & sewer
project .
C. Impact of water & sewer project on the total county's development.
D. Existence of plans by cities currently in the process of development to improve
or expand existing water & sewer services.
E. Consideration of financial and tax base return to county.
4. The Board established the following meeting dates:
November 13, Wednesday, 7:30 p.m. - Land Use Plan Update
December 3, Tuesday, 1: 30 p.m. - Review of City needs and request
December 11, Wednesday, 1:30 p.m. - Zoning Requests - Recommendations
on funding to projects
January, County Commissioners Meeting - Final recommendation to County
Commissioners
5. Being no further business the Board adjourned.
