11NovemberPB MINUTES RANDOLPH COUNTY PLANNING BOARD November 13, 1985 There was a meeting of the County Planning Board on Wednesday night, November 13, 1985 at 7:30 p.m. in Courtroom B, County Courthouse, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman ABSENT Doyle Stout, Vice-Chairman Tal Harrison Charles Adams Terry Coble Ray Farlow Bud Osborne 1. Chairman Hancock called the meeting to order at 7:30 p.m. The purpose of the meeting was to review the current status of the update of Randolph County's Land Development Plan. 2. Lindsay Cox, Executive Director of the Piedmont Triad Council of Governments addressed the Planning Board. The PTCOG had been contracted by Randolph County to conduct a study of development patterns within the county. Mr. Cox used slides and maps to point out locations of the growing number of Mobile Home parks; the confusing road patterns of existing subdivisions; and the potential for future industry. The study indicated the high number of mobile homes in the northern townships. The PTCOG study indicated that there are a lot of mixed land uses in the northern half of Randolph County. The Planning Board discussed the need for good industrial sites; and to target areas that would be single family residential. This would protect the areas from encroachment and provide orderly growth. The Board asked the PTCOG to develop an updated Land Use Plan that would serve as a guideline for county development patterns during the next 20 years. Mr. Cox advised the Board that he felt the PTCOG could have a final report by January. Recommendations from the Planning Board would be brought to the Randolph County Board of Commissioners. Dwight Holland, Curator of Design for the North Carolina Zoo suggested the importance of countywide planning & zoning. Mr. Holland said that if zoning and land use restrictions are placed only on the northern townships undesirable develop- ment would be pushed into other areas of the county. George Fleetwood, Superintendent of Randolph County Schools, was in attendance at the meeting. Mr. Fleetwood advised the Planning Board that control of development was critical to all areas of the county. He specifically mentioned that high density residential development, as in mobile home parks, directly affects the number of teachers that may be required in various county school districts. 3. After review and discussion it was decided that the PTCOG should present a final recommendation for Planning Board review in January for land use planning updates. The Planning Board targeted February, 1986 as the date for the Board's recommendations to the County Commissioners. 4. Being no further business, the meeting adjourned.
