12DecemberPB MINUTES RANDOLPH COUNTY PLANNING BOARD December 11, 1985 There was a meeting of the County Planning Board on Wednesday, December 11, 1985, at 1:30 P.M. , Courtroom B, County Courthouse, Asheboro, N.C. The follow- ing members were present: Don Hancock, Chairman ABSENT Doyle Stout, Vice-Chairman O.H. "Bud" Osborne Charles Adams Tal Harrison Ray Farlow Terry Coble 1. Tal Harrison made the motion, seconded by Bud Osborne, to approve the minutes of the November meeting. This motion passed. 2. RE-ZONING REQUEST • A. James David Kiser, 406 Englewood Drive, High Point, N.C. , requested that approximately 3 acres located on West Mendenhall Road, State Road 1610, be re-zoned from Residential-Agricultural to Highway Commercial-Conditional Use. Mr. Kiser desires to use a two bay garage as a paint and body repair shop. Zoning Map 1-1; Trinity Township. Mr. Kiser attended the meeting. No persons attended to express opposition. After review and discussion, Tal Harrison made the motion, seconded by Terry Coble, to approve the request with the following special conditions: (1) The building will not be enlarged. (2) No storage of automobiles or parts outside the building. (3) No sign advertising. Mr. Kiser agreed to the Conditions and the motion to approve passed unanimously. Recommendations from the Planning Board will be forwarded to the County Commissioners at 4:00 P.M. , January 6, 1986. 3. SPECIAL USE PERMIT REQUESTS A. Neil G. Butterfield, West Jordan, Vermont, requested a Special Use Permit for approximately 7 acres located on a private street, on the north side of State Road #2839. Mr. Butterfield desired to develop a Mobile Home Park con- sisting of 26 one fourth acre spaces - Second Environmental District; Grant Township. Mrs. Irene Sedale, P.O. Box 1823, Asheboro, N.C. , attended the meeting representing Mr. Butterfield. She advised the Board that no soil evaluation had been performed as yet by the Health Dept. The following persons attended the meeting in opposition to the request: Kenny Boling, Asheboro, N.C. ; Kay Delk, Asheboro, N.C. ; and Mr. & Mrs. Dennis Coble, 1463 Fisher Circle, Asheboro, N.C. They opposed the establishment of a Mobile Home Park in the area because the private road would not support the increased traffic. The property owners had purchased large 5+ acre tracts to avoid high density development. A mobile home park would destroy the private road's surface and devalue the single family character of the area. After review and discussion, Ray Farlow made the motion, seconded by Doyle Stout, to deny the Special Use Permit. This motion passed unanimously. Grounds for denial were the low density character of neighborhood and the hazard posed by high density development on a private road surface. B. James H. Dowdy, 1003 Westwood Ave. , High Point, N.C. , requested a Special Use Permit for approximately 80 acres located on Uwharrie Road, State Road 1612, Zoning Map 1-1, Trinity Township. Mr. Dowdy desired to develop a Mobile Home Park that eventually would include up to 300 mobile homes. Mr. Dowdy attended the meeting and advised the Board that the Park would have a private sewer system when approved by the State. Mr. Dowdy told the Board that the property was not suitable for industrial development. Members of the Planning Board discussed that the area in question was a mixture of industrial and residential development and that this was part of the problem. PLANNING BOARD MINUTES DECEMBER 11, 1985 PAGE 2 After review and discussion, Tal Harrison made the motion, seconded by Terry Coble to postpone action on the request until the current update of the County's Land Development Plan by the PTCOG is completed. This motion passed unanimously. 4. PLANNING BOARD RECOMMENDATIONS TO COMMISSIONERS RE-ALLOCATION OF COUNTY FUNDS TO MUNICIPALITIES WATER & SEWER FUNDING; SENATE BILL 2, RANDOLPH COUNTY ALLOCATION: $1,329,080.00 Attached as a part of these minutes is a listing of Planning Board recommendations to the County Commissioners concerning allocation of County grant funds. The following specific motions were made pertaining to the allocation: A. Doyle Stout made the motion, seconded by Tal Harrison, to remove $35,000 from the staff recommended allottment to Asheboro and increase funding of Franklinville to $50,000. This motion passed unanimously. B. Doyle Stout made the motion, seconded by Terry Coble, to recommend $670,580 to Archdale. This motion passed unanimously. C. Terry Coble made the motion, seconded by Doyle Stout, to recommend $98,500 to Randleman. This motion passed unanimously. D. O.H. "Bud" Osborne made the motion, seconded by Terry Coble, to recommend $145,000 to Liberty. This motion passed unanimously. E. Doyle Stout made the motion, seconded by Ray Farlow, to recommend $365,000 to Asheboro. This motion passed unanimously. F. Doyle Stout made the motion, seconded by Terry Coble to recommend no funding for the Ramseur project. The Board made special note that their reason for not recommending any funding was that Ramseur had requested large amounts of County Sales Tax money and the Planning Board should not consider tax money allocation. This motion passed unanimously. Recommendations from the Board will be presented to the Board of County Commissioners at a joint meeting to be held January 6, 1986. 5. Being no further business the Board adjourned at 3:20 P.M. RANDOLPH COUNTY NORTH CAROLINA Director of Pla ning & Development DATE NOT RY tdr.oc : ea /779 ATTACHMENT TO MINUTES SUBJECT: State Grants to Local Governments Water & Sewer Funding, Senate Bill 2 Randolph County Allocation $1,329,080.00 PROJECT: Planning Board Recommendations to Commissioners Re-allocation of County Funds to Municipalities 1. ARCHDALE PROJECT: Establishment of wastewater treatment facility south of Interstate 85. With the new treatment plant an initial service of 200,000 gallons per day could be provided and the scope would be expanded with demand. The system could eventually be expanded to serve 90% of all the land in North- west Randolph County west of the new I-85. Requested Funds: $850,000 Planning Board Recommendation: $670,580 Funding Justification: Archdale's project is essential to growth in Northwest Randolph County. Obvious problems with septic tank failures, and the vast potential for industrial and residential development would provide solid bene- fits to the county's tax base. 2. RANDLEMAN PROJECT: Waterline loop to serve high school of 950 and the middle school of 684. Also Nantucket Mills which employs 600 persons. Lack of water pressure could cause safety problems. Construction of a sewer line for central Randleman. The existing line is overloading. The third project was requesting $200,000 to construct and update a water treatment plant to serve existing homes and businesses. Total cost of 1st & 2nd project - $197,000. Requested Funds: $300,000 Planning Board Recommendation: $98,500 (Z of $197,000) Funding Justification: Funding is based on 11 the cost of the waterloop for West Randleman and the two schools and Nantucket. Lack of water pressure can cause safety problems. Also, it can be anticipated that additional industrial and residential development will take place at these intersections of Highway 220. 3. LIBERTY PROJECT: Extension of water & sewer lines to the Liberty Industrial Park located one mile north of the Liberty Corporate Limits. Requested Funds: $178,500 Planning Board Recommendation: $145,000 Funding Justification: The project is located outside of City Limits, Will have major impact on unemployment in Northeast Randolph County and will add to tax base of county. 4. FRANKLINVILLE PROJECT: Desires to purchase the Randolph Mills privately owned sewage system at a'cost of $35,000 in grant funds. When Franklinville's water distribution system was built in 1978 the extension of the system to serve that part of town south of Deep River was deleted. 35-40 residents would be affected. Cost of project is $15,000 in grant share. Requested Funds: $50,000 Planning Board Recommendation: $50,000 Funding Justification: The extension of water distribution lines would aid citizens and also indirectly aid Ramseur through the selling of more water to Franklinville. Town feels that purchase of wastewater plant would help end serious health problem. ATTACHMENT TO MINUTES State Grants to Local Governments Water & Sewer Funding Page 2 5. ASHEBORO PROJECT: Asheboro water plant expansion and city distribution system improvements. This would allow expansion of water plant to 12 million gallons a day. Asheboro project also includes extension of sewer lines and various repairs and maintenance to current system infrastructure. Total Project Cost: $6,285,730 Planning Board Recommendation: $365,000 grant allocation Funding Justification: Planned expansion of the water plant and distribution system is essential for city and county growth and development. Expansion could see county benefiting by water distribution in the Seagrove area. 6. RAMSEUR PROJECT: Construction of a new 1.5 MGD water treatment plant. Requested funding was $1,500,000. $550,000 from the county's grant allocation and $950,000 from the county's sales tax revenues. $400,000 would go toward construction of the Ramseur water plant and the remainder would be allocated for construction of a water transmission system interconnecting the existing systems of Ramseur and Liberty. Cost to the county of the transmission project is $1,100,000. TOTAL PROJECT COST: $1,500,000 $550,000 County Grant Allocation $950,000 is Sales Tax County Revenue Planning Board Recommendation: 0 Funding Justification: The proposed project with interconnecting transmission system would take majority of county grant funds available plus substantial amounts of county tax money. Anything less including tax monies, would not enable the project to be successful. (The Town of Liberty has stated that they have adequate well water supply at present and will continue to use ground water as long as possible being the most economical supply.) Ramseur's request was tied to tax funds and the Planning Board could not recommend allocating tax monies. PROJECT CONCLUSION: Final recommendations by Board of County Commissioners would result in Commissioner resolution allocating Randolph County's proportion of grant to municipalities within county.
