01JanuaryPB 10 Y. fid) o _: tt>.._a� a MINUTES " _ '�" RANDOLPH COUNTY PLANNING BOARD -�? 7779 January 29, 1986 There was a meeting of the County Planning Board on Wednesday, January 29, 1986 at 1:30 p.m. in Courtroom B. County Courthouse, Asheboro, N. C. The following members were present : Don Hancock, Chairman ABSENT Doyle Stout, Vice-Chairman Ray Farlow Charles Adams Terry Coble Tal Harrison Bud Osborne 1. Ray Farlow made the motion, seconded by Doyle Stout to approve the minutes of the December 11 meeting. This motion passed. 2. SUBDIVISION REVIEW: A. SYLVAN HILLS SUBDIVISION; Section 2, Back Creek Township, 20 lots, SR 161518. (Roads to be built and paved to state standards as a public road) Doyle Stout made the motion, seconded by Terry Coble to approve. This motion passed. B. INDIAN CREEK SUBDIVISION: Section 2, Tabernacle Township, SR #1549, 39 lots. All lots were 40,000 for watershed area. Ray Farlow made the motion, seconded by Doyle Stout to approve. However, the developer should be advised of possible sight line problems with proposed road additions leading to rear of lots fronting on SR #1549. It was also asked that the developer be notified that no land located in Class A Flood Zones was being approved for development. This motion passed. C. ALLENDALE HEIGHTS SUBDIVISION: Section 2, New Market Township, 45 lots, SR #1945 & Highway 311. Terry Coble made the motion, seconded by Ray Farlow to approve. This motion passed. 3. SPECIAL USE PERMIT REQUEST: A. James H. Dowdy, High Point, N. C. requested a Special Use Permit to develop a Mobile Home Park on approximately 80 acres of land located on Uwharrie Road; SR #1612; Trinity Township; Zoning Map 1-1. Mr. Dowdy attended the meeting and stated that the proposed park would have a private sewer treatment plant with water from Davidson County. He estimated that approximately 150-200 mobile homes would be located on the property. Several area residents attended the meeting to express opposition. A total of 8 persons attended and opposed the development. Al Passevant, High Point N. C. , and Janice Myers, High Point, N. C. , spoke for the residents. They felt the area was industrial in nature and an influx of 200-300 persons in a high density-residential development would cause safety and health problems to current adjoining residents. After review and discussion, Doyle Stout made the motion, seconded by Terry Coble to deny the request for the following reasons: 1. The area is highly industrial and a high density mobile home park would cause safety and health problems to it's residents. 2. The Mobile Home Park development would have a potential adverse environmental impact on surrounding property. This motion passed unanimously. 4. RE-ZONING REQUEST: A. Jorge Lagueruela, Trinity, N. C. , is requesting that approximately 7 acres of land located on Kennedy Road (SR #3106) near the intersection of Meadow- brook Road (SR #1564) ; Trinity Township; Zoning Map 2-2; be re-zoned from Residential-Agricultural to Conditional Use Light Industrial. Mr. Lagueruela attended the meeting and said that he would construct a furniture plant that would eventually employ 18-20 persons. No persons attended to express opposition. MINUTES RANDOLPH COUNTY PLANNING BOARD PAGE 2 The Planning Board noted the lack of industry in this specific area but the poor soil type in the area would prohibit significant residential development. Terry Coble made the motion, seconded by Doyle Stout to recommend approval of the request. This motion passed. B. Thompson-Arthur Paving Co. , High Point, N. C. is requesting that approximately 23 acres of land located on Old Mendenhall Road (SR X61616) ; Trinity Township; Zoning Map 1-1; be re-zoned from Residential - Agricultural to Conditional Use Light Industrial. It is the desire of the applicant to locate an office site and equipment parking and storage area. Joel Greene, representing Thompson-Arthur, advised the Planning Board that his company had believed the property was zoned Industrial by the City of High Point. Because of this Thompson-Arthur had already pushed in a driveway and began setting up the parking site. He said the parking site would be 230 x 260 and would be located 700 feet off the front property line. William Hinson, Mendenhall Road, and Albert Johnson of High Point, attended the meeting to express opposition to the industrial development. They stated that the increase in truck traffic would adversely effect their property values. After review and discussion, Doyle Stout made the motion, seconded by Ray Farlow to recommend approval of the request with the following conditions: 1. The 230' x 260' equipment storage area presented not be expanded. 2. 700' setback from Mendenhall Road be maintained. This motion passed unanimously. 5. Land Use Plan Study Presentation: Lindsay Cox, Director, Piedmont Triad Council of Governments The study included the 5 northern townships: Trinity, New Market, Level Cross, Providence, and Liberty. Mr. Cox presented the board with a map showing existing development in the 5 townships as well as proposals for future growth. Mr. Cox said there are currently 2,752 mobile homes in the 5 northern townships and estimated that there are 7,623 persons currently living in mobile homes in the 5 townships. The PTCOG study recommends that areas where mobile home development is high be allowed to expand. But other areas should be restricted to stick built single family homes. The Planning Board will review the proposed map over the next month and will recommend any changes in the map prior to presenting it to the Board of County Commissioners. 6.
