02FebruayPB ,` QTY, -. @�.;_;. , s� MINUTES `c J• r,,-'=',:='+ RANDOLPH COUNTY PLANNING BOARD ',0' - -; - ,, February 26, 1986 7779 .7- `-- There was a meeting of the County Planning Board on Wednesday, February 26, 1986 at 1:30 p.m. in Courtroom B, County Courthouse, Asheboro, North Carolina. The following members were present: • Don Hancock, Chairman Doyle Stout, Vice-Chairman Ray Far low Bud Osborne Tal Harrison Charles Adams Terry Coble 1. Tal Harrison made the motion, seconded by Doyle Stout to approve the minutes of the January 29 meeting. This motion was approved. 2. ELECTION OF OFFICERS: 1986 Chairman: Terry Coble made the motion, seconded by Doyle Stout to elect Don Hancock as Chairman for 1986. This motion passed unanimously. Vice-Chairman: Tal Harrison made the motion, seconded by Ray Farlow to elect Doyle Stout as Vice-Chairman. This motion passed unanimously. 3. SUBDIVISION REVIEW: Preliminary Plat A. Deerfield South Subdivision: B. J. Lawrence, owner; 107 lots; Level Cross Township; Highway 220 & State Road #1007. Tal Harrison made the motion, seconded by Ray Farlow to approve the Preliminary Plat. This motion passed. 4. Land Development Plan Review: Lindsay Cox, Director, PTCOG, attended the meeting and presented a draft proposal �� for the upper Randolph County Land Development Plan. The document was designed to compliment the Land Development Map that outlines areas of development in the northern 5 townships. Some of the new proposals are the establishment of exclusive single family residential zones that might not allow single wide mobile homes, and also the inclusion of a Neighborhood Commercial Zoning District that would allow the establish- ment of small commercial operations normally associated with the rural community. Mr. Cox suggested to the Planning Board that a county-wide program of zoning could be phased in beginning with the 5 northern townships and moving to townships along the east and west sides of the county for the second phase; to the lower tier of townships and finally to the townships around Asheboro to give Asheboro time to set it's extraterritorial zoning limits. After review and discussion, O. H. "Bud" Osborne made the motion, seconded by Terry Coble to recommend to the Board of County Commissioners that a countywide zoning program be implemented as soon as possible. The motion continued that the zoning be accomplished in phases as outlined by the PTCOG. This motion passed unanimously by the Planning Board. Planning Board recommendations will be forwarded to the Board of County Commissioners at their March 3 meeting. 5. Being no further business the Board adjourned.
