RANDOLPH COUNTY PLANNING BOARD sV �w Yµ MINUTES if May 14, 1986 7779 There was a meeting of the Randolph County Planning Board on Wednesday, May 14, 1986 at 1:30 p.m. in Courtroom B, County Courthouse, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman ABSENT Tal Harrison O. H. "Bud" Osborne Terry Coble Doyle Stout Charles Adams Ray Farlow 1. Tal Harrison made the motion, seconded by Terry Coble, to approve the minutes of the previous Planning Board Meeting. This motion passed. 2. RE-ZONING REQUESTS: A. High Point Elastic Corp. , High Point, N. C. , located on Deaton Road • (SR #1568) ; Trinity Township; Zoning Map 2-2; is requesting that approximately 2.05 acres be re-zoned from Residential Agricultural to Light Industrial-Conditional Use. This would allow the addition to an existing industrial building on the property. Hal Johnson, Planning Director, advised the Board that the property request had come before the Planning Board and County Commissioners several years ago. The Building was located in County zoning jurisdiction and the parking lot was divided by the City of Archdale's zoning. The City of Archdale has since with- drawn it's zoning jurisdiction from the parking lot and allowed the county to maintain zoning regulations over the property. Richard Kidd, Manager of High Point Elastics, attended the meeting and advised the Board that the plant had been constructed prior to County Zoning in 1979. There was no opposition from the surrounding neighbors. After review and discussion, Tal Harrison made the motion, seconded by Terry Coble, to recommend to the Commissioners that the re-zoning be approved. This motion passed. B. Donald R. and Edna B. Doss, Route 2, Trinity, N. C. , were requesting that a corner of the intersection of Blacksnake Road (SR #1556) and Hopewell Church Road (SR #1558) ; Trinity Township; Zoning Map 1-2; be re-zoned from Residential Suburban to Highway Commercial Conditional Use. It is the desire of the applicant to construct a truck repair shop. The Planning Board made nota that this particular area of Blacksnake Road is scheduled to remain residential under the proposed new Land Development Plan for the county. Mrs. Edna Doss attended the meeting and said that her husband would be managing the property and she felt it would be an excellent location because it.was next to her residence. After review and discussion, Tal Harrison made the motion, seconded by Terry Coble to recommend that the request be denied because the industrial building would be an intrusion on an established residential area. This motion passed. RECOMMENDATION FROM THE PLANNING BOARD WILL BE FORWARDED TO THE BOARD OF COUNTY COMMISSIONERS ON MONDAY, JUNE 2, 1986 AT PUBLIC HEARING. 3. UPPER RANDOLPH COUNTY LAND DEVELOPMENT PLAN- 1986 - 2000 Lindsay Cox, Executive Director, Piedmont Triad Council of Government, and Ginger Booker, Staff Attorney, Piedmont Triad Council of Government, were present at the meeting. The Board of Commissioners in July, 1985 contracted with the PTCOG to conduct a land use survey and proposed Land Development Plan for the upper five townships of Randolph County. The Planning Board has been studying the upper Randolph County Plan and draft ordinance. The Board cI Commissioners have also contracted with the PTCOG to conduct a similar land use plan for four additional townships: Back Creek, Tabernacle, Concord, and Cedar Grove, on the western side of the county as far south as RANDOLPH COUNTY PLANNING BOARD MINUTES - MAY 14, 1986 PAGE 2 Highway 49. However, this additional area was not ready for Planning Board �� review. The Planning Board reviewed the proposed development maps and Land Development Plan. The Planning Board felt that specific areas of northern Randolph County should be targeted for commercial and industrial land develop- ment. High levels of growth are reflected in the Trinity Township along Prospect Street Extension and Turnpike Road. Other areas designated by the Planning Board as potential high commercial growth zones are located between Highway 62 and the new I-85; along Uwharrie Road (Trinity) ; and along strips of State Road #1919 and U. S. 311 near Archdale and Glenola. Also specified areas of Highway 421 and north of Liberty; Old Mendenhall Road and State Road #1616, both in Trinity Township, were mentioned as areas the land development map should include. Lindsay Cox advised the Board that the plan protects agricultural uses of property. The plan also calls for the establishment of a new Restricted Single Family Residential zone. This area would allow only site built homes or manufactured homes meeting certain criteria. After review and discussion, Terry Coble made the motion, seconded by . Bud Osborne to recommend approval of the Upper Randolph County Land Develop- ment Plan and the Development Map. This motion passed unanimously. The Planning Board's recommendation will be forwarded to the Board of Commissioners for their review and consideration during the summer. 4. Terry Coble asked if signs notifying of Public Hearings could be posted on the property prior to Planning Board meetings. Hal Johnson said that Public Hearing signs are normally posted on the property 2 weeks prior to the Board of Commissioners meeting but that signs could be posted prior to Planning Board meetings. Planning Board members felt this would be a good way of notifying area residents for both meetings. 5. Being no further business the Board adjourned.
