There was a meeting of the County Planning Board on Wednesday, July 16, 1986 at 1:30 p.m. in Courtroom B, Randolph County Courthouse, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman ABSENT Doyle Stout, Vice-Chairman Terry Coble Tal Harrison Bud Osborne Charles Adams Ray Farlow Guy Troy (Alternate) 1. Terry Coble made the motion, seconded by Bud Osborne, to approve the minutes of the May 14 meeting. This motion passed. 2. MOBILE HOME PARK SPECIAL USE PERMIT REQUEST A. Countryside Mobile Home Park; Walter S. Daniel, owner; Location: Roy Farlow Road (SR #1534) ; New Market Township; 22 lot expansion to existing park: Tax I.D. Number: 56-150579. After review and discussion, Terry Coble made the motion, seconded by Bud Osborne that the request be approved. This motion passed. B. Hidden Forest Estates; Richard Scheid, owner; Level Cross Exit, Level Cross Township; 194 lots, Public water & sewer treatment facilities. After review and discussion, Doyle Stout made the motion, seconded by Bud Osborne, that the request be approved. This motion passed. C. Poplar Hollow Mobile Home Park; owner, Ruth Williams and Dennis Wright; Wright Road (SR #1554) ; Trinity Township; 16 lots. After review and discussion, Bud Osborne made the motion, seconded by Charles Adams to approve expansion of the existing park with the following conditions: The current road serving existing mobile homes be widened 3-4 feet; ditches redone and 4 inches of compacted base material be added to the existing road. The road servicing the additional mobile home spaces must be constructed to standards as required by the Ordinance. This motion passed. 3. The Planning Board noted that the private waste treatment plants installed in two of the new parks were enclosed by chained link fences and locked when not attended. This provided extra security and safety from children or other persons around the treatment plant. The state does not require fencing around treatment plants. Terry Coble made the motion, seconded by Doyle Stout, to ask the Board of County Commissioners to amend the Mobile Home Park Ordinance and the County Subdivision Ordinance to require that all private waste treatment plants in Mobile Home Parks or Subdivisions be enclosed by 7' of chain linked fence and locked when unattended. This motion passed. 4. The Board was advised that the Board of County Commissioners would begin study of the Upper Randolph County Land Development Plan at the Commissioners August 4, 1986 meeting. 5.
