There was a meeting of the County Planning Board on Wednesday, August 27,
1986, at 1:30 p.m. in Courtroom B, County Courthouse, Asheboro, N. C. The
following members were present:

1. Terry Coble made the motion, seconded by Doyle Stout to approve the minutes of the
July 16 Planning Board meeting. This motion passed unanimously.
2. SPECIAL USE PERMITS: Mobile Home Parks
A. Establishment of a new Mobile Home Park:
NAME: Cedar Grove Mobile Home Park; OWNER: Kenneth W. Joyce; LOCATION:
S.R. 2614, between S.R. 2611 and S.R. 2612; TOWNSHIP: Grant; NUMBER OF LOTS: 31.
Mr. Joyce was present and advised the Board that he would comply with all
terms of the Mobile Home Park Ordinance. Speaking in opposition to the
park was Mr. James Bullard, Asheboro, N. C. and Mr. John Manius, Asheboro,
N. C. They said they were area farmers and felt that the location of a
mobile home park in this rural area would have an adverse affect on their
farms and land.
Don Hancock, Board Chairman, reminded the citizens that without zoning in
this area the Planning Board could not deny the permit if all terms of the
ordinance were met.
Walter Roberts, Asheboro, N.C. addressed the Board and said that he owned
100 acres of adjoining property and he did not oppose the Mobile Home Park
if it met the terms of the new ordinance.
After discussion, Tal Harrison made the motion seconded by Terry Coble to
approve the Special Use Permit. This motion passed unanimously.
B. Establishment of a new Mobile Home Park: NAME: Ashley Park Mobile
Home Park; OWNER: Dwight R. and Nancy S. Meredith; LOCATION: Mountain
Rd. (SR #1401) ; zoning Map 1-3; TOWNSHIP: Trinity; NUMBER OF LOTS: 13.
Dwight Meredith addressed the Board and stated that he would comply with all
terms of the new ordinance.
Phillip Taylor, Thomasville, N. C. , was an adjoining property owner and
objected to where the proposed road would be placed because his septic
tank lines currently run under parts of the existing road. The Planning
Board noted that the new road was previously dedicated as a public right
of way several years ago and that Mr. Meredith would be upgrading the
current road to meet the County standards.
Bill McIntyre, Thomasville, N. C. spoke in opposition to any new mobile home
parks in the area.
After discussion the Planning Board noted the high number of Mobile Homes and
Mobile Home Parks in the area reflecting a mixed use of land.
Tal Harrison made the motion seconded by Ray Farlow to approve the request.
This motion passed unanimously.
3. REZONING REQUESTS:
A. Jerry L. and Barbara Trotter, Asheboro, N. C. , were requesting that
approximately 800 feet east of the intersection of Crestview Road and U.S. 220
`.v Business; Zoning District E-2; Cedar Grove Township; be rezoned from its current
classification of Light Industiral-Conditional Use to Light Industrial General Use.
Mr. Trotter addressed the Board and stated that the County had given him a
Conditional Use Rezoning 2 years ago to allow him to use his 5800 sq. ft. building
for a classic car repair shop. His classic car repair shop has since closed and
he would like to lease the property to a small industry or repair shop. However,
before he could lease the building he needed to have the special conditions
originally placed on the rezoning removed so that he might find tenants.
Planning Board members expressed concern that any number of industrial uses
could be placed in the building without a Conditional Use Zoning. The Board
mentioned that when the original rezoning had taken place that the area
citizens were concerned that large truck traffic and outside storage could
disrupt the area. The Board was also concerned that a business could be
located in the building that would cause excess noise for the adjoining
property owners.
After review and discussion, Ray Farlow made the motion, seconded by
Terry Coble to recommend to the Board of County Commissioners that the
request be denied until such time as Mr. Trotter could submit a Conditional
Use Rezoning request that would indicate the specific use of the building.
This motion passed unanimously.
B. Randall J. Barnes, High Point, N. C. , is requesting that 2 lots located
immediately south of the Guil-Rand Fire Dept. , at Hillsville, fronting on
Archdale Road (SR 1004) ; Trinity Township; Zoning Map 2-3; be rezoned from
Residential Suburban to Light Industrial - Conditional Use. It is the desire
of the applicant to construct and operate an automotive body repair shop.
Randall Barnes was present and advised the Board that he desired to con-
struct an automotive repair shop on the property and that he did not currently
own the property. He said that the operation would be quiet and that he would
not allow outside storage to look like a junk yard.
Dalton Harmon and Tom Hayes, adjoining property owners spoke in opposition
to the request. They noted that the specific area where the rezoning would
take place was next to nice homes and that many residents in Hillsville had
purchased homes in the area because of the residential character. They noted
from the Video Screen that the homes were well taken care of because people
had pride in what they had.
After review and discussion Tal Harrison made the motion seconded by
Doyle Stout to recommend to the Board of County Commissioners that the request
be denied. The Board noted the residential character of the neighborhood. The
motion passed unanimously.
C. George D. Luther, Route 5, Asheboro, N. C. , is requesting that approximately
2 acres located on the east side of South US 220 between SR 1121 and SR 2920
Zoo Zoning District E-2; Richland Township; be rezoned from E2 to Light Industrial
Conditional Use. Mr. Luther desires to locate a sewing plant on the property.
Board member Ray Farlow mentioned that he had several calls from citizens
in the subdivision located next to the property. He said that the citizens were
concerned about traffic from the plant going through their subdivision roads.
The Planning Board noted that the general area fronting on US Highway 220 was
best suited for commercial use, but agreed that the access to the plant should be
from 220 Highway and not from the area of the subdivision.
After review and discussion, Guy Troy made the motion, seconded by Ray
Farlow, that the request be recommended to the Board of Commissioners for approval
with the following requirement: Entrance to the property shall be from US 220
and not by using roads of the subdivision entrance. Mr. Luther stated that
he would abide by this condition. The motion was approved unanimously by the Board.
D. Elton McNeil, Route 10, Asheboro, N. C. , is requesting that approximately
12 acres located on Luck Road (SR 2604) , also known as Spoon Chapel Road; Zoo
Zoning District E2; Grant Township; be rezoned from E2 to Conditional Use Highway
Commercial. The applicant desired to use a portion of this tract as an automotive
sales lot.
Mr. McNeil was not present at the meeting and no citizens spoke in opposition.
However, the Planning Board noted the rural agricultural nature of the surrounding
properties. The area was sparcely populated and there was not a business or
commercial use of land in the area. The Board also noted that a land use plan
in this area would not call for commercial or industrial growth and that
small automotive sales businesses have a way of growing larger with time.
After review and discussion, Doyle Stout made the motion seconded by
Terry Coble that the Board recommend to the Board of County Commissioners
that the request be denied. This motion passed unanimously.
E. Jerry Rodden Auction & Realty Co. , Archdale, N. C. , is requesting that
approximately 100 acres of land located on the west side of the Kingsfield Road
(SR 1595) ; Trinity Township; Zoning Map 1-1; be rezoned from Residential-Agricul-
tural to Light Industrial. It is the desire of the applicant to develop
the land as an Industrial Park.
Jerry Rodden and Bill Alridge (the property owners) were present at the
meeting. No persons spoke in opposition to the request.
The Planning Board noted that the area was shown on the new Land Development
Plan that is being developed as an area that Industrial growth can be expected.
The area was also consistent with the City of Archdale's land development plan
which indicates commercial growth can be expected in this area.
After review and discussion, Tal Harrison made the motion, seconded by
Terry Coble to recommend to the Board of County Commissioners that the request
be approved. This motion passed unanimously.
RECOMMENDATIONS FROM THE PLANNING BOARD ON REZONING REQUESTS WILL BE FORWARDED TO
THE BOARD OF COUNTY COMMISSIONERS AT THEIR SEPTEMBER 8, 1986, MEETING AT 4:00 PM.
4. The Planning Board was reminded that the next meeting will be on Wednesday,
September 10, 1986, to review with the PTCOG the Land Development Plan for the
western southern township south to Highway 49 and also to review some
recommended changes in the County Zoning Ordinances.
5. Being no further business the Board adjourned at 3:30 PM.
