There was a meeting of the County Planning Board on Wednesday,
September 10, 1986 at 1:30 p.m. in Courtroom B, County Courthouse,
Asheboro, North. Carolina. The following members were present:

1. Doyle Stout made the motion, seconded by Tal Harrison, to approve the
minutes of the August 23 meeting. The minutes were amended to reflect that
Ray Farlow was present at the August 23 meeting. Mr. Farlow's name had been
ommited as in attendance due to a typographical error. This motion passed.
2. John Skeen, Randolph County Clerk of Court, administered the "Oath of Office"
to each Planning Board Member as required by the North Carolina Constitution.
3. LAND DEVELOPMENT PLAN: (Western Townships South to Highway 49)
Lindsay Cox, Executive Director, Piedmont Triad Council of Government,
reported finding only scattered development in Back Creek, Tabernacle, Concord,
and Cedar Grove Townships as far south as N. C. 49 during a study the PTCOG
conducted at the request of the Randolph County Board of Commissioners.
Mr. Cox suggested that the study area could easily be subject to overflow
development from Trinity Township and from Davidson County. He suggested
that the area would be a prime area to be considered for zoning. Cox noted
the poor soil and terrain in the area.
" .. After review and discussion, Terry Coble made the motion, seconded by
Doyle Stout, to recommend to the Board of County Commissioners that they
approve the projected land development plan for western Randolph County.
This motion passed unanimously by the Board. Lindsay Cox, PTCOG, will
present the Planning Board's recommendation to the Commissioners at their
scheduled meeting on October 6, 1986.
4. Ginger Booker, PTCOG Attorney, also addressed the Planning Board concerning
possible revisions to the existing County Zoning Ordinance to reflect changes
that may be necessary to guide future development. The Planning Board was
presented with a draft Ordinance for consideration at a later date. The
most significant change for consideration was the establishment of a new
zoning district designated "Restricted Residential." This district would
allow only site built single family homes and Class A "Double-Wide"
Manufactured Homes with a permanent foundation. The "Restricted
Residential" district would also prohibit development of multi-family
housing units within areas of district regulations.
The Planning Board made no recommendations as to possible changes in the
Zoning Ordinance pending further review and study at a later date.
5. The Planning Board established October 8, 1986 as its next meeting date.
6. Being no further business the meeting adjourned at 3:35 p.m.
