10OctoberPB ry • MINUTES ;10. fl Randolph County Planning Board October 8, 1986 7779 There was a meeting of the County Planning Board on Wednesday, October 8, 1986 at 1:30 p.m. in Courtroom B, County Courthouse, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman Doyle Stout, Vice-Chairman Tal Harrison Charles Adams O. H. "Bud" Osborne Terry Coble Ray Farlow Guy Troy (Alternate) 1. Tal Harrison made the motion, seconded by Ray Farlow, to approve the minutes of the September 10 meeting. This motion passed. 2. MOBILE HOME PARK - SPECIAL USE PERMIT A: Doyle Stout made the motion, seconded by Terry Coble, to approve the following Mobile Home Park: NAME: Ellenwood Park; OWNER: Ellen Lineberry, P. O. Box 1845, Greensboro, North Carolina, LOCATION: North of Lineberry Service Station on Highway 22; TOWNSHIP: Providence; NUMBER OF LOTS: 3; SIZE OF TRACT: 3.59 acres; TAX I.D. #: 15-0318. This motion passed unanimously. The Planning Board noted that Providence Township was not currently in a zoned area. B. NAME: Lamb's Mobile Home Park; OWNER: Frank Lamb; LOCATION: Millers Mill Road (SR #1545) TOWNSHIP: Trinity; NUMBER OF LOTS: 10; ACREAGE: 11. 5 acres; ZONING MAP: 2-3. Frank Lamb attended the meeting and advised the Board that he would construct the park to the standards of the county's new Mobile Home Park Ordinance. Robert Winrey, Trinity, North Carolina, and an adjoining property owner, attended the meeting to express his opposition to the establish- ment of a new mobile home park. Mr. Winrey presented the Board with a petition signed by 38 area residents opposed to the Mobile Home Park. Mr. Winrey stated his concerns for safety and the loss of property values in the area. The Planning Board noted that there were 4 large chicken houses adjoining the proposed site and other small farming operations. The Board also noted the county's proposed Land Development Plan outlines this area as a Restricted Residential allowing individual homes on single lots and farming The proposed access road to the proposed Mobile Home Park would also pass within 8-10 feet of an adjoining site built home. Tal Harrison made the motion, seconded by Terry Coble, to deny the request. This motion passed unanimously. • 3. REZONING REQUEST A: Elton McNeill, Route 10, Asheboro, North Carolina, was requesting that approximately } acre (or a portion not to exceed 50' in width) located on Luck Road (SR #2604) also known as Spoons Chapel Road; Zoning District E-2; Grant Township; be rezoned to Highway Commercial-Conditional Use. The applicant desires to use this portion of land for an automotive sales lot. The Planning Board had previously reviewed this rezoning request at it's August meeting. The Board action at that time was to deny the request. Mr. McNeill had not been able to attend either the Planning Board or the subsequent Board of Commissioners meetings and asked if the request could be reconsidered. PLANNING BOARD MINUTES October 8, 1986 Page 2 Jack McNeill, son of the owner, attended the meeting. Mr. NcNeill said that there would never be more than 5 or 6 cars on the lot, and that there would be no opposition to the request because family members owned all the adjoining property. Mr. McNeill said that the amount of property being used would probably not exceed 50 feet in width. After review and discussion, Tal Harrison made the motion, seconded by Doyle Stout, to recommend to the Board of Commissioners that the rezoning request be denied. The Board felt that rezoning a small tract of land in the middle of a residential-agricultural rural area would constitute "spot zoning" and would not be legal. The Planning Board also noted the tendency for small car repair and sales lots to grow beyond what the owner originally intended. This motion passed unanimously. Recommendations from the Planning Board will be forwarded to the Randolph County Board of Commissioners at their November meeting. 4: ZONING ORDINANCE REVIEW A: Ginger Brooks, Staff Attorney, Piedmont Triad Council of Governments, reviewed with the Planning Board some possible revisions to the County Zoning Ordinance. Among the revisions discussed was the establishment of a special Mixed Housing District where Mobile Home Parks could be • located after rezoning; the establishment of criteria for defining a "Junkyard", so as to make the definition more applicable to the rural areas and therefore lending itself to more effective enforcement; and the establishment of a new zoning district called Rural Commercial. This district would be designed to allow certain rural commercial uses of land that are customary to the county type of living and would be handled through the Special Use Permit process. Ms. Booker is preparing the Planning Board a study sheet of the possible changes and will present this for study at a later date. 5: Being no further business, the Board adjourned at 3:15.
