12DecemberPB ?,75:'71 ��yRAt Y• �4f0,,i MINUTES RANDOLPH COUNTY PLANNING BOARD December 17, 1986 There was a meeting of the County Planning Board on Wednesday, December 17, 1986, at 1:30 PM, in Courtroom B, County Courthouse, Asheboro, N.C. The following members were present: Don Hancock, Chairman Doyle Stout, Vice-Chairman Tal Harrison O.H. "Bud" Osborne Terry Coble Charles Adams Ray Farlow Guy Troy (Alternate) 1: Tal Harrison made the motion, seconded by Doyle Stout, made the motion that the minutes of the November 21 meeting be approved. This motion passed. 2: SPECIAL USE PERMIT REQUEST: MOBILE HOME PARK A: Name: Brookwood Acres Mobile Home Park; Owner: B.J. Lawrence; Location: Rockett Road (SR 1937) ; Township: Level Cross; Number of Lots: 1/:; Community Water System. The Planning Board reviewed the proposed plans for the new park development. Mr. Lawrence was present at the meeting and advised the Board that he planned to allow only double wide mobile homes in the Park and would totally comply with the road and erosion control requirements. Mr. W. J. Dorsett, Route 4, Randleman, N.C. was present at the meeting to express his opposition to the new mobile home park. Mr. Dorsett said that there was over 116 mobile homes already on Rockett Road and that the addition of a new moble home park would creat traffic problems and overcrowding of the area. Mr. Dorsett also expressed his concern that his farm pond will be adversely affected by the new park if septic tank failures occured. Mr. Dorsett said that he realized that there was no zoning in Level Cross Township and asked if the park had to be allowed that the Planning Board not allow development of the proposed lots numbers 1,2, 13, &14. He said that by not allowing mobile homes on these lots his farm pond would be better protected. The Planning Board Chairman read a letter from the County Health Department that stated that proper functioning septic tanks located near the pond would not pose a threat to the environment. The Planning Board asked if Mr. Dorsetts concerns could be relayed to the Health Department asking them to insure that the pond will be protected. After review and discussion Terry Coble made the motion, seconded by Charles Adams to authorize the Special Use Permit. Mr. Dorsett was advised that under terms of the Mobile Home Park Ordinance he could appeal the decision to the Board of County Commissioners. 3: REZONING REQUEST: A: Robert L. Elkes, High Point, N.C. , was requesting that approximately 5 acres of land located on the south side of Bethel Drive (SR 1621) , northeast of triangle intersection SR 1622 and SR 1621, Trinity Township; Zoning Map 1-1, be rezoned from Residential - Suburban to Light Industrial - Conditional L'se. It was the desire of the applicant to construct a wholesale outlet of carnets and small manufactruing of design rugs. After review and discussion, Tal Harrison made the motion, seconded by Bud Osborn( to recommend approval of the request. The motion passed unanimously and will be forwarded to the Board of Commissioners at their January 5 meeting. 4: ZONING ORDINANCE REVIEW Ginger Booker, Staff Attorney, Piedmont Triad Council of Governments, reviewed with the Board some of the recommended changes to the existing zoning ordinance the Planning Board had been considering over the past months. She presented RANDOLPH COUNTY PLANNING BOARD MINUTES December 17, 1986 Page 2 a typed copy of the proposed ordinance, and reviewed with the Board the proposed changes. It was discussed that the new ordinance that would be presented for Board of Commissioner consideration would be highlighted by the following new changes: 1: The establishment of a new Restricted Residential Zoning District that would allow only site built homes and double wide mobile homes; 2: The establishment of a Mixed Residential District that would allow all types of residential development including mobile home parks; and 3: The establishment of a Rural Commercial Zoning area that would provide provisions to allow the typical rural commercial uses found in a County on a normal basis. The Planning Board discussed the need to better define the term Junkyard and to be more specific in how many abandoned cars can be stored on property before it becomes a zoning violation. Ms. Booker also told the Planning Board that new plans for reservoir protection in the County would be developed as an overlay to the new zoning ordinance. Recommendations would be brought back to the Planning Board at a later date. 5: The Planning Board was advised that a joint meeting with the Randolph County Board of Commissioners was planned for Monday, January 5, 1986, at 7:00 PM at the County Courthouse. This meeting would be designed for the two Boards to begin reivew of the land use planning program for the County and to review the proposed zoning ordinance changes. 6: Being no further business the meeting adjourned at 3:05.
