RANDOLPH COUNTY PLANNING BOARD JANUARY 28, 1987 There was a meeting of the County Planning Board on Wednesday, January 28, 1987, at 1:30 p.m. , in Courtroom B, County Courthouse, Asheboro, N. C. The following ruember.s were present: Don Hancock, Chairman Absent Doyle Stout, Vice Chairman Tal Harrison Charles Adams Ray Farlow Bud Osborne Terry Coble Guy Troy (Alternate) 1: Doyle Stout made the motion, seconded by Ray Farlow, to approve the minutes of the December 17, 1986 and January 5, 1987 meetings. This motion passed. 2: SPECIAL USE PERMIT REQUEST: MOBILE HOME PARK A: Expansion of Mobile Home Park; Name: Brookwood Acres, Section 2, Mobile Home Park; Owners: B. J. Lawrence; Location: South side of Rockett Road (SR 1937); Township: Level Cross; Number of lots: 66; Community Water System. The Planning Board expressed concern that this many additional trailers on 15,000 square foot lots could pose a future problem to the Randleman Lake watershed when developed. It was noted that a total of 89 additional mobile homes were being contemplated for this area. Doyle Stout made the motion, seconded by Bud Osborne, to delay action on the request pending more information on the status of the Randleman Lake Watershed. B: Expansion of Mobile Home Park: Name: Grove Shady Oaks Rest Mobile Home Park; Owners: Homer and Kathryn Grove; Location: West side of Business 220, one mile north of Level Cross; Township: Level Cross; Number of lots: 9; Community Water System. Ray Farlow made the motion, seconded by Doyle Stout to delay action pending additional information on potential impact on watershed. This motion passed. C. Establishment of a new Mobile Home Park; Name: Airport Mobile Home Park; Owner: Jeffery H. Schwarz; Location: West side of SR 1003, south of SR 2894, adjacent to Coleridge Airport; Township: Coleridge; Number of lots: 58; Community Water System. Approximately twenty-five people from the Coleridge area attended the meeting to express opposition to the establishment of a large high density park in this area. Among their concerns were the effect on the rural community and safety problems relating to water supplies and the airport runway. Edward Cagle, Ted Gary, Catheline Ally, Ted Freese, William Craven, all of Route 1, Ramseur, spoke in opposition to the 58 space park. A petition signed by 42 persons in the Coleridge area opposed to the new Mobile Home Park was presented to the Planning Board. The Planning Board noted that they could not deny a mobile home park in an area that was not zoned if it met the standards of the Ordinance. Doyle Stout made the motion, seconded by Terry Coble, to delay action on the Mobile Home Park pending further study of the safety impact as a result of the airport and a Health Department letter concerning the septic tank suitability. Rimmer; Location: On Stanley Road (SR 1984) off Frazier Road (SR 1922) ; Township: New Market; Number of lots: 64; Community Water and Sewer Treatment Plant. Bud Osborne made the motion, seconded by Doyle Stout, to approve the request. This motion passed. 3: RE-ZONING REQUEST: A. Trollinger Real Estate, 200 Worth Street, Asheboro, N. C. requested that approximately 64 acres located on NC 159 and SR 2937, six-tenths mile south of Zoo Entrance on NC 159, Zoning Districts E-1 and E-2, Grant Township be rezoned from E-1 and E-2 to Conditional Use- Commercial. The applicant desires to operate a hauling and landscaping business, nursery, and garden center and a grocery store. After review and discussion, Terry Coble made the motion, seconded by Doyle Stout to recommend approval. The motion stipulated that buffer zones and setbacks as required in Section 607 of the Zoning Ordinance be strictly followed. Signs must also meet the Ordinance requirements. This motion passed 4: SPECIAL USE PERMIT: UNIFIED HOUSING DEVELOPMENT A: William M. Bostic, Route 6, Asheboro, N.C. requested a Special Use Permit for a Unified Housing Development to construct five (5) duplex housing units on approximately four and one-half acres located on the south side of Highway 64, one-half mile east of Blue Mist Restaurant, Franklinville Township, Zoning District E-2. After review and discussion, Guy Troy made the motion, seconded by Charles Adams to approve the request. 5: SUBDIVISION: A: Oak Hollow West, Lots 49-62, W. T. Boyd, Clyde Shaw, Barbara Coltrane, owners, Cedar Grove Township. Doyle Stout made the motion, seconded by Guy Troy to approve the final plat prior to road paving due to a delay caused by poor weather. Barbara Coltrane, owner, advised the Board that the contract for paving had been issued but was delayed due to poor weather.
