It was noted by the Board that this subdivision would be in the zoning jurisdiction of the City of Asheboro, probably as early as May, 1987. 2. Hal Johnson advised the Planning Board that the Board of County Commissioners had appointed 3 new members to the Planning Board to serve as Alternate Planning Board Members: Lyndon Craven, representing the Coleridge area; Arlie Culp, representing the Ramseur area; and Maxton McDowell, representing the Farmer area of Randolph County. Linda Skeen, Clerk of Superior Court, administered the re- quired Oath of Office for the 3 new Planning Board members as required by North Carolina law, and these members were seated as new members of the County Planning Board. 3. REVISION OF COUNTY LAND USE ORDINANCES: SUBDIVISION & WATERSHED PROTECTION ORDINANCES: This working session of the County Planning Board was in session to review the final two land use ordinances that would be presented to the Randolph County Board of Commissioners at a joint meeting of the Planning Board and Board of County Commissioners to be held on May 28, 1987. The Planning Board was con- sidering the final two ordinances that relate to Subdivision and a new Watershed Protection Ordinance. These documents will be presented to the Board of County Commissioners and will be eventually part of a Unified Development Ordinance relating to land development for Randolph County. A. SUBDIVISION REGULATIONS: The Planning Board approved the revisions to the Randolph County Subdivision Ordinance, and recommended that this ordinance be forwarded to the Board of County Commissioners. Hal Johnson, reviewed with the Planning Board the major changes in the recommended ordinance. Some of the recommended changes include a special provision to deal with the increase of mobile home subdivisions. The Planning Board felt that manufactured housing should be regulated in the same manner that site built homes are currently regulated by the County. Among the changes the Board approved was the stipulation that all mobile homes in a mobile home sub- division just be either a Class A or Class B (manufactured after July 1976) and have a continuous skirting around the manufactured house. The Planning Board felt that Mobile Home subdivisions should be constructed in such a manner as to make them more compatible with site built homes that may be in the area. The Planning Board also addressed the issue of Private Roads and the standards that would be required in authorizing private roads in the County. It was the concensus of the Board that tracts of land 5 acres or greater could be fronted on a private road. However, this private road should be constructed in such a manner as to equal N.C. requirements for a public road, and this road does not have to be paved. The minimum right of way for a private road in the County was limited to 45 feet to equal the N.C. Dept. of Transportation's requirements for a road that would eventually be constructed to state public road requirements. Hal Johnson advised that Board that one of the concerns that was expressed by County citizens at the Community Meetings held around the County by the Board and the County Commissioners was that citizens wanted to be notified when a major subdivision was being planned in their community. Johnson explained to the Board that a division of a tract of land was not like a rezoning request. However, citizens in the affected areas wanted to be notified so that any concerns that they may have would be addressed prior to final approval of the subdivision plat. These concerns would be septic tank, building codes, and soil erosion controls. By notifying the adjoining property owners, their concerns could be channeled to the appropriate local or state agency. B. WATERSHED PROTECTION ORDINANCE: The Planning Board also considered a new Countywide Watershed Protection Ordinance. Ginger Booker, Staff Attorney, PTCOG, advised the Board that this was a recommended state model ordinance that was being considered by other Counties to protect reservoirs in the Counties' areas of jurisdiction. The new RANDOLPH COUNTY PLANNING BOARD MINUTES May 6, 1987 Page 3 proposed watershed protection ordinance is specifically designed to provide protection for the areas around Lake Lucas, Lake Reese, Polecat Creek, and Sandy Creek reservoirs. The proposal called for a 200 feet buffer zone around the water that would prohibit any type of construction including septic tank fields. The Planning Board was concerned that this 200 feet buffer would take too much of a person's property, and they asked that additional study be given to the buffer zone requirements. The Planning Board established Monday, May 11, as a special meeting time where they can again review the buffer zone require- ments so as to make a final recommendation to the Board of County Commissioners.
