05MayPB - Special Meeting • QCT W• J.+: MINUTES RANDOLPH COUNTY PLANNING BOARD E jYy May 11, 1987 There was a special meeting of the County Planning Board on Monday, May 11, 1987, at 1:30 p.m. in Courtroom B, County Courthouse, Asheboro, North Carolina. The following members were present: Don Hancock, Chairman ABSENT Doyle Stout, Vice-Chairman Guy Troy Ray Farlow Tal Harrison Bud Osborne Maxton McDowell Arlie Culp Bill Dorsett Lyndon Craven Charles Adams 1. Bill Dorsett was introduced to the Board members as a newly appointed Alternate Member from the Level Cross area of Randolph County. He will be given the required Oath of Office at the next regularly scheduled meeting of the Planning Board. 2. The purpose of this meeting was to again review the proposed Watershed Protection Ordinance that is being considered for Randolph County. The Board had reviewed this proposed Ordinance at its meeting on May 6. However, final action was delayed pending further study on possible setbacks and buffer zone require- ments in the Water Critical Areas. The original draft had proposed a 200 feet setback/buffer zone from the edge of the normal pool line outward. Some Board members felt that this was too restrictive and should be given further consider- ation. Ginger Booker, Staff Attorney, Piedmont Triad Council of Governments, presented the Board with various buffer zone requirements being utilized by some other local governments. It was noted that Alamance County recently began requir- ing the 100 feet buffer zone; although Guilford County was requiring 950 feet around reservoirs, this was depending upon public purchase of the land. All the Board members agreed that there was a need to protect the reservoirs in this County prior to problems occuring. It was noted by the Board members that the time to install good protective regulations is before there is a major problem. It was also felt by the Board that the County should try to install the most stringent land use regulations in the beginning; because it would be more difficult to increase regulations at some later date. Board members discussed the idea that large lot size and width of the lot in the water critical areas could be just as effective as excessive setbacks. After more review and general discussion, Board Member Guy Troy made the motion, seconded by Charles Adams, that Section II, Regulations within Water Quality Critical Area (WQCA) , Paragraph E (Reservoir) be amended to reflect the following: E. There shall be a 80,000 sq. ft. minimum lot size for any permitted use in the Water Critical Area with a minimum width at the building line of 200 feet. A 100 feet wide natural buffer shall be maintained around all water supply reservoirs, measured from the normal pool line outward, and septic tank fields cannot be installed within 200 feet of the normal pool line. Board Members Don Hancock, Guy Troy, Charles Adams, Doyle Stout, Maxton McDowell, and Bill Dorsett, voted for this motion. Board Member Tal Harrison voted against the motion. 3. Hal Johnson, Planning Director, advised the Board that the next meeting of the Board would be a joint meeting with the Board of County Commissioners to be held Thursday, May 28, 1987. At this time the Board of Commissioners would be presented for the first time with the proposals for revised County Land Use Ordinances. 4. Being no further business the meeting adjourned.
