RANDOLPH COUNTY PLANNING BOARD
June 17, 1987
There was a meeting of the Randolph County Planning Board on Wednesday,
June 17, 1987 at 1:30 p.m. in Courtroom B, County Courthouse, Asheboro,
North Carolina. The following members were present:

1. Ray Farlow made the motion, seconded by Lynden Craven to approve the
minutes of the May 11 meeting. This motion passed.
2. Clerk of Court Linda Skeen administered the required Oath of Office to
new Board Member Bill Dorsett.
3. REZONING REQUESTS:
A. John L. Howell, High Point, North Carolina, was requesting that
approximately 26 acres located on the north side of West Mendenhall
Road (SR #1616) near the intersection of SR #1616 and SR #1619
(Prospect St. Ext.) , Trinity Township; Zoning Map 1-1; be re-zoned
from Residential-Agricultural to Light Industrial. It is the desire
of the applicant to develop an industrial park.
Mr. Howell was present at the meeting and presented his plans for an
industrial park development. No persons spoke in opposition to the
request. The Board noted that the County Land Development Plan projected
this area to grow industrial.
After review and discussion, Ray Farlow made the motion, seconded by
Guy Troy to recommend approval of the request. This motion passed.
B. C. Wayne McDonald, High Point, North Carolina, is requesting that
approximately 70 acres of land located on the south side of Turnpike
Road (SR #1558) near the intersection of SR #1558 and SR #1619
(Prospect St. Ext.) , Trinity Township, Zoning Map 1-1; be re-zoned
from Residential-Agricultural to Light Industrial.
Wayne McDonald was present at the meeting and presented his plans
for an Industrial Park Development. No persons spoke in opposition
to the request.
After review and discussion Arlie Culp made the motion, seconded by
Lynden Craven to recommend approval of the request as the County Land
Development Plan shows large areas of industrial activity in this area.
This motion passed.
C. Joe Hoffman, High Point, North Carolina, requested that he be allowed
to use a 20' right of way easement for access to his property instead
of the 30' wide private road requirements outlined in County Ordinance.
Mr. Hoffman advised the board that if the Variance is granted no lots
could be sold less than 5 acres and each 5 acre tract would be limited
to one single family residence. (The property is located in New Market
Township, west of SR #1532 and south of SR #1773) .
After review and discussion, the Board felt the 600' length of the 20'
easement was too long to allow a narrow 20' drive that would serve
four families.
Ray Farlow made the motion, seconded by Bill Dorsett to deny the variance
until Mr. Hoffman could make a good faith effort to obtain an additional
10' in the easement. Mr. Hoffman could then re-submit his request for a
variance after having made this effort. The motion passed.

4. REVIEW OF COMMUNITY MEETINGS ON ZONING
The County Planning Board and the Board of County Commissioners completed
on June 16, 1987 a series of eight community meetings held throughout
Randolph County. The Board of Commissioners had asked that the Planning
Board review citizen input received at these meetings and make final
recommendations to the County Commissioners. The County Planning Board
noted the following concerns and approved the following recommendations
to be forwarded to the Board of Commissioners:
A. MOBILE HOME SUBDIVISIONS:
Citizens expressed concern that Mobile Home (Manufactured Housing)
Subdivisions (Individually owned lots) be treated the same as a site
built home subdivision. Citizens expressed concern over the type of
foundations that are placed under manufactured homes located in
subdivisions.
The Planning Board voted to recommend to the County Commissioners that
Manufactured Housing placed in new subdivisions should be placed on
permanent masonary foundations after removal of the under carriages.
(This would replace the current recommendations of having continuous
underskirting) .
The Planning Board also asked that this requirement for permanent
foundations be extended to cover Manufactured Housing located in the
new proposed Restricted Residential Districts.
The Board also noted the need to establish a standardized road sign
requirement for placement by the developer in subdivisions containing
new public roads. It was agreed that the standard state road sign
(green with white letters) should be utilized.
The Board also noted the need to centralize Subdivision processing
so that appropriate agencies can be notified when a new subdivision
is being considered. The Planning Department will be the centralized
location.
Final electrical power will not be released until the subdivision has
been developed to requirements.
B. CHICKEN HOUSE PROLIFERATION:
It was noted of citizen concern about the growing number of chicken
houses being constructed in the county. However, zoning regulations
do not apply to farm/agricultural uses of land. It was noted that
developers could be encouraged to place private deed restrictions
in new subdivisions that would prohibit this type of use.
The Board of County Commissioners will conduct a public hearing
on Monday, July 6, 1987 at 7:00 p.m. to consider countywide zoning.
5. Being no further business the Board adjourned.

Revised Randolph County Zoning/Land Use Ordinances
Submitted July 6, 1987
This is to certify that the attached revised Randolph County Zoning Ordinance
has been reviewed and duly approved by the Randolph County Planning Board for officii
consideration by the Board of County Commissioners.
This is to further certify that the Planning Board has reviewed and approved the
following revised Land Use Ordinances and have recommended the following changes
different from that originally recommended:
A: SUBDIVISION ORDINANCE: (Mobile Home Subdivisions) All Mobile Homes located in
a Mobile Home Subdivision shall be located on a permanent masonary foundation
after removal of the wheels and axles)
(Street Signs in Subdivisions) : All new public streets being developed in subdiN
shall be identified be street signs consistant with state wide street signs.

B: WATERSHED PROTECTION ORDINANCE: No changes recommended
C: FLOOD HAZARD PROTECTION ORDINANCE: No changes recommended
D: ZONING ORDINANCE: Increase minimum lot size in developments that have public wat
and sewer from 10,000 sq. ft. to 12,500 sq ft.
E: RANDLEMAN LAKE WATERSHED DESIGNATION: No changes
