MINU'T'ES RANDOLPH COUNTY PLANNING BOARD July 8, 1987 There was a meeting of the Randolph County Planning Board on Wednesday, July 8, 1987, at 1:30 p.m. , in Courtroom B, County Courthouse, Asheboro, N.C. The following members were present: ABSENT Don Hancock, Chairman Ray Farolow Doyle Stout, Vice-Chairman Charles Adams Tal Harrison Arlie Culp (Alternate) Guy Troy Bill Dorsett (Alternate) Lynden Craven (Alternate) Bud Osborne Maxton McDowell (Alternate) 1. Doyle Stout made the motion, seconded by Tal Harrison to approve the minutes of the June 17 meeting. This motion passed. 2. SUBDIVISIONS: A. FARMER WEST SUBDIVISION (Preliminary Plat) , Concord Township, SR/I 1001, 72 lots. Ken McDowell & Reid Kearns, Owners. Ken McDowell was present at the meeting and advised the Board that the roads will be built and paved to N.C.D.O.T. standards as a public road. The Subdivision is designed for Manufactured Housing and will meet all standards as required by the county's new Subdivision Ordinance. Streets will be named with signs posted identifying the streets and the Subdivision. • The Planning Board discussed the length of Cul-de-Sacs in the Subdivision exceeded the 500' requirement as outlined in the Ordinance. The Board questioned Mr. McDowell as to why the road could not be made to loop through the subdivision possibly creating better traffic flow. Mr. McDowell said the Dept. of Transportation had accepted the street design to avoid crossing twice over water streams in the area. The Planning Board asked Hal Johnson to check with the Highway Dept . to determine if the streets as shown on the plat would be preferable to a more looping connecting road system. Maxton McDowell made the motion, seconded by Tal Harrison that the Preliminary Plat be approved if the Highway Dept. agreed that the proposed street system layout was more suitable than a looping road.. Also, a Soil Conservation Plan must he approved. This motion passed. B. FOREST HILLS SOUTH, Section Two, SUBDIVISION (Final Plat) , Union Township, SR# 1114, 29 lots. Phillip Craven & Danny Stout, Owners. Phil Henley, Surveyor. Maxton McDowell made the motion, seconded by Lynden Craven to approve the Final Plat after the rubbish, cut or fallen trees and stumps have been removed from the subdivision lots, provided it is not buried within 100 feet of a house on the same lot. This motion passed. C. ASHETON WOODS SUBDIVISION (Preliminary Plat) , Tabernacle Township, SR# 1404, 24 lots. J. Wilson Hunt, Owner. Phil Henley, Surveryor. (Site Built Homes) . Tal Harrison made the motion, seconded by Doyle Stout, to approve the Preliminary Plat. This motion passed. 3. DIMENSIONAL VARIANCE: A. Jim Bowman, Lot 20, Forest Manor Subdivision, Trinity Township, requested a dimensional variance to allow him to construct his house 5 feet from the side property line instead of the required 10 feet. Mr. Bowman said that there was a large Oak tree that would have to be removed and that there was a survey error that led him to believe that he was 10 feet from the side line. Mr. Bowman said he had already poured his footings. Tal Harrison made the motion, seconded by Doyle Stout to approve the Variance. This motion was approved. (NOTE.) Prior to discussion, Chairman Don Hancock excused himself from voting or participation in the discussion citing a personal conflict of interest as he was the Real Estate Agent for Mr. Bowman and the property. Vice Chairman Doyle Stout presided. 4. Hal Johnson, Planning Director, advised the Board that they would be meeting many more times in the future in their role as the Randolph County Board of Adjustment. The Board of Adjustment is a "quasi-judicial" administrative board that operates between county officers, citizens, and the Courts. Appeals from decisions of the Board of Adjustment can only be made to the Superior Court. As a result, Mr. Johnson asked if he could call a special meeting for the month of July of the Planning Board so that a training session could be conducted on the duties of the Board of Adjustment.
